The CARE Committee was established to be an advisory committee to the Commissioner of IDEM on the Remedial Action Plan. The committee is comprised of committed members of local organizations, industries, and agencies who meet to work to remove Beneficial Use Impairments in the Area of Concern, as well, as educate the public on the work of the Remedial Action Plan.


CARE members are invited to the committee by letter from the Commissioner of IDEM. Current members of the committee are:

The CARE Committee meets once a month at the IDEM Northwest Regional Office to discuss the work in the AOC and the work that will be required to meet the requirements of the RAP. The members discuss these issues and attempt to find solutions to the problems. When a significant project has been completed or is planned, the work is then presented to the public at a CARE public meeting. CARE public meetings are held three times a year and are open for anyone to attend past meeting speakers have included:

    • Area of Concern Education within local schools
  • Paul Labus, The Nature Conservancy
    • Habitat Restoration and Monitoring within the Grand Cal AOC
  • Dr. Tom Simon, Indiana State University
    • Assessment Tools and Delisting Criteria for Beneficial Use Impairments in the Great Lakes Areas of Concern
  • Dr. Jim Smith, Indiana Department of Environmental Management
    • Grand Calumet River Dredging Project
