IDEM has compiled a list of all MS4 entities permitted under Rule 13.  This listing provides the permit number assigned to the entity, the entity responsible for the local program, and an address and phone number for the entity.

If additional information is required or there is a concern about a specific local program, IDEM encourages the individual to contact the MS4 Operator or IDEM's Rule 13 Coordinator. 

327 IAC 15-13 (Rule 13) applies to an MS4 entity that meets the following requirements:

  • Is not required to obtain an individual NPDES permit under 327 IAC 5-4-6(a)(4), 327 IAC 5-4-6(a)(5) or 327 IAC 15-2-9(b);
  • Meets the general permit rule applicability requirements under 327 IAC 15-2-3;
  • Does not have coverage under an individual MS4 permit; and
  • Operates, maintains, or otherwise has responsibility for an MS4 conveyance within a designated MS4 area.
