State Quantity Purchase Agreement (QPA)

To provide the greatest air quality benefit for the best cost, the Indiana Department of Environmental Management’s Office of Air Quality completed a formal bid process for a State Quantity Purchase Agreement (QPA) from any interested vendor that could provide EPA verified diesel oxidation catalysts (DOCs) in bulk quantities. After careful consideration, the State of Indiana awarded the QPA to the Lubrizol Corporation (Engine Control Systems) of Wickliffe, Ohio. This QPA allows any State Agency and/or Political Subdivision, such as municipal, school, and public transportation entities, to purchase DOCs for only $840 per unit. The majority of the retrofit projects referenced below have or will utilize DOCs purchased through the State QPA.
