Authorized by Congress during the summer of 1998, BIG P is intended to provide funding for construction of facilities that will enhance boating for nontrailerable, (26' or over in length) recreational boats. These boats must be in transient status.

What is considered "transient"?

Transient is defined in the Federal Register, Volume 66, Subpart A, Section 86.12 as follows: passing through or by a place, staying 10 days or less.
