Introduction

Indiana's General Assembly passed Senate Enrolled Act 511 (P.L. 143-2000) (IC 13-22-4-3.1). The statute took effect January 1, 2001 and established an annual manifest report for all Indiana large- and small-quantity generators and treatment, storage, and disposal facilities. The annual manifest report will summarize a company's hazardous waste manifest shipments that are sent and/or received.

Reporting Requirements

All of the following must submit annual manifest reports to IDEM:

  • Indiana small-quantity generators (SQGs), large-quantity generators (LQGs), and treatment, storage, and disposal (TSD) facilities
  • Conditionally exempt small-quantity generators (CESQGs) that for any one calendar month generate more than 100 kilograms (220 pounds) or accumulate on site at any time more than 1,000 kilograms (2,200 pounds) of hazardous waste

SQGs (also CESQGs over their generation or accumulation limits) will be required to submit the annual report by March 1 of each year. LQGs and TSD facilities will be required to submit the hazardous waste biennial report, required by the U.S. U.S. EPA, on the years they are due and the IDEM annual manifest report on other years.

The reporting schedule with due dates for LQGs and TSD facilities is as follows:

  • March 1, even numbered year: Hazardous waste biennial report covering the previous odd numbered year
  • March 1, odd numbered year: IDEM Annual Manifest report covering the previous even numbered year

Common Annual Manifest Report Mistakes

We frequently encounter errors while reviewing each of the Annual Manifest Reports submitted each year. As a result, we must contact the companies in question and request corrections and clarifications. In an effort to improve the efficiency of the reporting process, we have compiled a list of the most common mistakes found while reviewing the Annual Manifest Report. Please compare your report with this list before submitting to ensure that it does not contain any of the errors listed.

Electronic Reporting:

This is the preferred method of submitting the Annual Manifest Report

American Resource Management (ARM) has now made EASITRAK© accessible via the web for the Annual Manifest Report. Users will no longer have to download software each year.

  • Please carefully read the Annual Manifest Report instructions.
  • Indiana's Handler ID form must still be submitted in hard copy with an original signature to IDEM at the address listed on the form. Do not submit the ID form in advance. Submit the ID form at the time you are ready to submit your report to the state.
  • Please carefully read all on-line instructions for EASITRAK© found on ARM's web site.
  • Submit your Annual Manifest Report via the web version of EASITRAK©.
