The former Gary Machine Site consists of a 40 acre parcel that maintains a 300,000 square foot manufacturing building and several out buildings which were utilized for metal fabricating and machining operations of screws, nuts, bolts, and rivet products from approximately 1988 to 1992. Gary Screw and Bolt Company manufactured similar products with operations consisting of metal cleaning, cutting, heat treating and galvanizing from approximately 1912 to 1986 at this same location.
Since 1992 and to approximately 1999, several site investigations had established areas of concern consisting of suspect asbestos containing materials, suspect PCB containing equipment, drumed storage of chemical wastes, aboveground storage tanks (ASTs), sandblasting waste areas, galvanizing waste and buried debris at the site. In July of 1999, National Environmental Management Group (NEMG) performed remediation efforts that removed many of the source areas of potential impacts. The remediation efforts consisted of removing and disposing of approximately 285 cubic yards of asbestos-containing materials, removal of six (6) ASTs, disposal of 220 cubic yards of petroleum impacted soil, disposal of 34 capacitors, and recycling and disposal of miscellaneous stored solid and liquid wastes from the site.
Following NEMG's remediation activities, a Phase II site investigation (October 2001) was performed to verify the effectiveness of the remediation effort. The investigation consisted of collecting 5 wipe samples, 131 soil samples, and 4 groundwater samples from four newly installed groundwater-monitoring wells. This investigation was performed in two phases, the first consisted of collecting samples from 86 locations with constituents of concern being RCRA metals, and cyanide, volatile organic compounds (VOCs), semi volatile organic compounds (SVOCs) and PCBs. The second phase was based upon the results of the first phase of the investigation. As such, NEMG collect samples at 40 additional locations and analyzed samples for VOCs, SVOCs, and metals. Groundwater samples were also analyzed for VOCs, SVOCs, and metals. Following these investigations, vinyl chloride and lead were detected at concentrations exceeding VRP Tier II Cleanup Goals for the Nonresidential Scenario.
No other chemicals of concern were detected that exceeded the VRP Cleanup Goals in either soil or groundwater.
In September 2002, Enviroforensics performed a supplemental subsurface investigation to further verify previously submitted data and to address some areas where investigative data was lacking. During this investigation soil samples were obtained from 13 locations with 27 soil samples and 8 groundwater samples. The soil samples were primarily screened for VOCs with several samples screened for TPH, SVOCs, and metals. The investigations have indicated that vinyl chloride was detected above Tier II Nonresidential Cleanup Goals in 2 of 62 soil samples. Additionally, lead has been detected above the Tier II Nonresidential Cleanup goal in 1 of 54 samples. Enviroforensics performed a limited risk assessment associated with lead and vinyl chloride and calculated risk-based cleanup goals for both compounds at the site.
Following the risk assessment, and incorporating the risk-based clean up goals for lead and vinyl chloride, it was determined that based on the industrial use of the site combined with proposed environmental land use restrictions, that the cleanup goals had been met at the Gary Machine facility.
