ESP Application Process

Applications for NEPT and ESP are accepted twice a year:

  • April 1 - May 31
  • September 1 - October 31

To apply for ESP, please use the following seven steps:

  1. Request a copy of the ESP Application Packet by calling (800) 988-7901 or by e-mail at espat idem.IN.gov.
  2. Implement an EMS. Ensure you meet the EMS guidelines by completing the ESP EMS Checklist [Word - 43K].
  3. Determine whether your facility will apply for ESP only or for NEPT and ESP simultaneously. Review the crosswalk [DOC - 80K] to learn the differences between the two programs.
  4. Ensure your compliance history is accurately represented on EPA's ECHO database.
  5. Contact IDEM's Compliance & Technical Assistance Program at (800) 988-7901 for confidential assistance with an environmental compliance or regulatory question.
  6. Conduct the appropriate audit of your EMS. For NEPT applicants, review the EPA NEPT Independent Assessment Guidance. For ESP applicants, review the IDEM ESP Audit Guidance [DOC - 40K] and complete the Independent Assessment Protocol [DOC - 232K].
  7. Facilities applying to NEPT and ESP simultaneously must use the NEPT online application and do not need to complete the ESP Application. U.S. EPA will share your NEPT application with IDEM for purposes of ESP membership.
