Introduction

IDEM designed the Industrial Nondefault Closure Tool to help users calculate nondefault closure levels for commercial and industrial sites. Users can change commonly modified site specific parameters when performing a nondefault risk assessment. However, the options provided in this tool are not the only parameters that can be changed when doing a nondefault risk assessment.

Users should not assume that use of this tool will guarantee IDEM’s acceptance of your nondefault approach. All nondefault parameters that are entered into this tool must still be fully documented and justified before IDEM will accept them. IDEM hopes this tool will streamline the nondefault process when doing relatively straightforward nondefault risk assessments. IDEM released Version 1.2 of the RISC Industrial Nondefault Closure Tool on May 1, 2009.

Version History

Version 1.2.1: July 23, 2009

  • Prior versions required site information fields to be completed before the calculation would run. This update removes the site information fields to streamline functionality.
  • The Default Residential Groundwater Closure Level of 0.04 mg/L for MTBE, published in the RISC Default Closure Tables, is from EPA Drinking Water and Health Advisories, EPA 822-R-04-038, USEPA, Office of Water, Winter 2004. This value was incorrectly shown as an MCL in the RISC Default Closure Tables 2006 (Original version) and also in prior versions of the Industrial Nondefault Calculator tool. The value has been removed from the MCL column in the tables and this tool.

Version 1.2: May 1, 2009

  • Updated to include information from the revised version of the 2006 RISC Appendix 1 Default Closure Level Tables released May 1, 2009.

Version 1.0: April 2, 2009

  • Initial Release.

Instructions

Users should follow the six steps described in the spreadsheet and include the results as part of submissions to IDEM.

Step 1: Provide Basic Site Information

This section asks you to provide the site name, the site ID number, the applicable remediation program, and the name of the IDEM project manager. For clarity, this information is automatically copied to the "Justification Sheet" and the "Nondefault Closure Level Sheet"Remember to press "Enter" after filling out each line, or the spreadsheet may have difficulty in moving on to the next step.

Step 2: Choose your Contaminants of Concern

In this section, the user selects the contaminants of concern. Select a contaminant from the list on the left, then press the ">" button to add it to the list on the right. Repeat this process for all relevant contaminants. If you make a mistake, press the "<" button to move the contaminant back to the left column.

This section allows the user to change a select group of default assumptions to more accurately reflect conditions at the site. The user may change any value that is highlighted in green. The values that are not highlighted will change based on other values that the user enters.

Step 3: Modify your Exposure Assumptions

In this section, the user can change a select group of default assumptions to more accurately reflect conditions at the site. The user may change any value that is highlighted in green. The values that are not highlighted may automatically change based on values that the user enters.

Step 4: Justify your Changes

Whenever users change at least one default assumption, a tab will appear called "Justification Sheet." The "Justification Sheet" will have a table containing each assumption you changed, its default value, its new value, and a large green box. Use the large green box to explain the reason for each change. There may not be sufficient room to give a full and detailed explanation in the space provided. In such cases, something similar to "A site specific foc of 0.009 was calculated for surface soils, see Appendix 2-7 for more information" would be appropriate. After you have entered information for each change you have made, return to the "Data Entry Page" tab.

Step 5: Generate your Nondefault Closure Levels

Click the "Generate Nondefault Closure Levels" button. The spreadsheet will then generate a new tab called "Nondefault Closure Levels" This tab contains a table with the nondefault closure levels. If the "Generate Nondefault Closure Levels" button is gray and unresponsive, return to and complete the "Justification Sheet".

Step 6: Print Your Report

The "Justification Sheet" and "Nondefault Closure Levels" tabs are ready to be printed and included as part of your report to IDEM.

Troubleshooting

  1. I opened the spreadsheet but nothing works
    • o The Industrial Nondefault Calculator appears to work only with Microsoft Excel running on Microsoft Windows. If you are attempting to use the Industrial Nondefault Closure Tool in Microsoft Excel from within a Windows operating system, the most likely problem is that you have not enabled macros on your computer. Please see this guide on how to enable macros in Microsoft Excel.
  2. I filled out the basic site information but it won't allow me to select any COCs?
    • You must make sure that the last cell you entered data in is not still active. The easiest way to ensure this is to press "Enter" after each line.
  3. I am unable to click the "Generate Nondefault Closure Levels" button
    • o There are two possible reasons for this. If the "Generate Nondefault Closure Levels" button is grayed-out, you have probably forgotten to fill out one of the boxes on the "Justification Sheet." Return to the Justification Sheet and make sure that each green box has been filled out. If the "Generate Nondefault Closure Levels" button is not grayed-out then another cell is probably still active. Press the "Enter" key or the "Tab" key and then try clicking the "Generate Nondefault Closure Levels" button again.

IDEM recommends that you download and save a copy of the Industrial Nondefault Closure Tool to your computer rather than running it from within Internet Explorer. You can download the spreadsheet by clicking the link below and selecting "Save As" from the dialog box that appears.
