How to Use the Qualified Inspectors List

Use the Qualified Inspector List to find an inspector. Each inspector on the list has met all the requirements in the drug lab cleanup rule to be a qualified inspector. Listing a qualified inspector on this web site certifies that qualified inspector meets the requirements for qualified inspectors in 318 IAC 1.

IDEM does not endorse any specific company or inspector. Also, IDEM does not regulate or control fees for cleanup and inspection services. We recommend that you get estimates from more than one inspector before signing a contract. Pay attention to the geographic area each inspector operates in, and the services each inspector provides.

How to Become a Qualified Inspector & Be Placed on the Qualified Inspector List

A person who meets the following criteria and wants to be placed on the qualified inspector list may apply to IDEM for listing. Each qualified inspector must do all of the following:

  • Accumulate at least forty (40) hours of experience doing any of the following:
    • Decontaminating contaminated properties (illegal drug labs).
    • Emergency response operations, cleanup or remediation operations, corrective actions, or operations involving hazardous wastes that are regulated under the regulations of the federal Occupational Safety and Health Administration at 29 CFR 1910.120.
    • Please document your experience as described below.
  • Receive the training for supervisors required by 29 CFR 1910.120(e) (Hazardous Waste Operations and Emergency Response). This training must include 40 hours of training for general site workers and an additional 8 hours of specialized supervisor training.
    • Please provide copies of both certificates.
  • Receive training on decontamination and inspection of contaminated property provided by the department and pass an examination on the subject matter of the training with a score of at least eighty percent (80%).
  • Maintain the following insurance:
    • Professional liability insurance in the amount of at least one million dollars ($1,000,000).
    • Errors and omissions insurance in the amount of at least one million dollars ($1,000,000) per occurrence.
    • Pollution prevention insurance in the amount of at least three million dollars ($3,000,000).
    • Please provide your certificate of liability insurance that shows the above coverage.

Your application for listing may be in any form but must include all of the following information:

  • Full name, address, telephone and electronic mail contact information.
  • Copies of documents showing the applicant meets all criteria above.

To remain on the qualified inspector list, each inspector must receive:

  • eight (8) hour annual refresher training that meets the requirements of 29 CFR 1910.120(e)(8), and
  • biennial refresher training provided by the department.

Please provide a copy of your latest 8-hour annual HAZWOPER refresher training.

How to Document Experience

Documents showing the required 40 hours of experience may include any of the following:

  • Copies of time sheets, job reports, etc. describing the type of job(s) worked on and the number of hours worked, with a statement that the job(s) were regulated under 29 CFR 1910.120.
  • Letter(s) from employer describing the type of job(s) worked on and the number of hours worked, with a statement that the job(s) were regulated under 29 CFR 1910.120.
  • An affidavit from applicant describing the type of job(s) worked on and the number of hours worked, with a statement that the job(s) were regulated under 29 CFR 1910.120.
