Family:Cindy and her husband of 38 years have two children and 13 grandchildren. She is a member of East 91st Street Christian Church.
Education: Cindy graduated with a B.S. from Indiana University's School of Business in 1969.
Career Information
Professional: Cindy is former CEO and majority owner of IHM Facility Services, Inc., a regional company located in Hamilton County. Started in 1975, IHM provides facility services to major industrial customers in seven states. Cindy has also served as Vice President and Corporate Secretary/Treasurer of the organization.

Representative Cindy Noe was first elected to the Indiana House of Representatives in 2002. Currently, she represents House District 87, which includes portions of Boone, Hamilton, and Marion Counties.
Rep. Noe currently serves on the Education Committee and the Committee on Family, Children, and Human Affairs, on which she is a Ranking Republican Member. Committed to supporting child safety and strong Indiana families, Rep. Noe worked hard in the 2007 legislative session to address issues facing foster children. For example, she rallied behind Senate Enrolled Act 330, a law allowing foster children to stay in the school with which they are most comfortable despite moving to new foster homes outside the school’s district.
In the 2006 legislative session, Rep. Noe had the great honor of co-authoring House Enrolled Act 1006, a law that frees up dollars in the school systems to provide more money to the frontlines of education. This law was an important part of Governor Daniel’s agenda, and Rep. Noe was glad to carry this much-needed law to passage.
Beyond protecting the safety and education of Indiana children, Rep. Noe dedicated herself to protecting the safety of our correctional officers this legislative session by co-authoring House Enrolled Act 1338 (HEA 1338). As we know, correctional facility staffers are hired to manage the potentially unstable inmate population. HEA 1338 helps to protect the correctional facility staff by allowing psychiatrists and mental health providers to access and transfer inmates’ medical and mental health records, so the correctional facility can manage these records and maintain stability of this inmate population.
With House Enrolled Act 1067 (HEA 1067), Rep. Noe demonstrated her resolve to push Indiana toward leadership in global humanitarianism and a greater awareness of our state’s power to influence issues affecting people many miles away. HEA 1067 contains the language of House Bill 1484, a bill originally authored by Rep. Noe, which calls for the withdrawal of Public Employees Retirement Fund and Teachers Retirement Fund money invested in companies that support the violent government in Sudan. The conflict in the Darfur region of Africa, responsible for approximately 400,000 deaths and the displacement of millions of Sudanese, is the first time in history there has been a declared genocide while that genocide is still taking place. Rep. Noe invested countless hours of work to see this legislation pass, and with her great efforts, Indiana joins 24 other states offering divestment legislation to send the message that genocide is never acceptable.
Rep. Noe has devoted much of her life to public service and is an active member of her community. She is a Gold Member of the Washington Township Roundtable and she was the first Lugar Series Graduate to be elected to the Indiana House of Representatives. Cindy has been an elected Precinct Committeeman from Washington Township from 1996-present. She also serves as vice-president on the board of Character Council in Indiana. Cindy is the Indiana Director for National Foundation of Women Legislators. She is also a member of the National Federation of Independent Business where she serves on the Leadership Council. She is a member of East 91st Street Christian Church, and she lives in Indianapolis with her husband of 38 years. They are the proud parents of two children and have 13 grandchildren.
