A Collaboration of the National Association of State Directors of Developmental Disabilities Services and Human Services Research Institute
In January 1997, the National Association of State Directors of Developmental Disabilities Services (NASDDDS) and the Human Services Research Institute launched the National Core Indicators Project (NCI). The project's aim is to develop nationally recognized performance and outcome indicators that will enable developmental disabilities policy makers to benchmark the performance of their state against the performance of other states. NCI performance indicators also enable each state developmental disabilities agency to track system performance and outcomes from year to year on a consistent basis.
The National Core Indicators Project is collaboration among participating NASDDDS member state agencies and HSRI, with the aim of which is to develop a systematic approach to performance and outcome measurement. The adoption of performance indicators as a quality assurance technique is both a consequence of the change in expectations as well as a method for maintaining a focus on person-centered outcomes. Through the project, participating states pool their resources and knowledge to create performance monitoring systems, identify common performance indicators, work out comparable data collection strategies, and share results.
Indiana joined the National Core Indicators Project in Phase IV, which began in June 2001. Indiana has results listed in the Consumer Survey category in each final report since Phase IV and in the Provider Survey category in Phase IV. Indiana continues to conduct surveys of consumers who are chosen at random, from all individuals with developmental disabilities who are receiving services from one of the following programs: certain Medicaid Home and Community-Based Waivers – DD Waiver, Autism Waiver, Support Services Waiver, and the Aged & Disabled Waiver (if the individual has a developmental disability), all types of ICF/MR facilities, day services, vocational follow-along services, and all types of supported living services. Bureau of Quality Improvement Services staff conduct the surveys during face-to-face interviews with the individual, the legal guardian, and/or other people who know the individual well. Participation in the surveys is critical to assure that the results continue to be an accurate reflection of services in Indiana.
