Commission on Rehabilitation Services

The Commission on Rehabilitation Services is the federally mandated state rehabilitation council, as described in Section 105 of the Rehabilitation Act. The Commission is comprised of a group of citizens appointed by the Governor representing the disability community.

The Commission works with the Bureau of Rehabilitation Services’ Vocational Rehabilitation Services (VRS) program, on matters such as the effectiveness and customer satisfaction with the services provided to Indiana’s citizens with disabilities participating in the VRS program. The Commission is also involved in matters affecting VRS program policies/procedures, goals and priorities, and the State Plan.

The DDRS Advisory Council was established by IC 12-9-4 to assist the Division of Disability and Rehabilitative Services in ensuring individuals with disabilities are as independent and self-sufficient as possible.

Indiana Council on Independent Living

Interagency Coordinating Council

Indiana's Interagency Coordinating Council on Infants and Toddlers (ICC), which was first convened in 1987, is appointed by the Governor to advise and assist the Division of Disability and Rehabilitative Services (DDRS) (the Lead Agency) in its responsibilities. Indiana Code then transferred these responsibilities to the Bureau of Child Development Services (BCDS) within DDRS. At least one-fifth of the ICC members are parents of children 12 years old or younger with disabilities or developmental delays. Other members include state agency groups, public and private early intervention service providers, legislators, pre-service professionals, and others. The ICC is committed to holding the vision of First Steps Early Intervention Services in Indiana and to keeping abreast of issues, concerns and trends that may affect First Steps in the future.

The Local Planning and Coordinating Councils

Each regional Cluster must maintain a regional Local Planning and Coordinating Council (LPCC) whose primary responsibility is to identify issues in the delivery of services and to design and implement strategies to effectively address these issues. Through the LPCC, community resources and providers are identified and coordinated. Improvement in communication and cooperation among agencies and individuals are a direct result of the efforts of the LPCC. Powerful Parents

DDRS has reinvigorated the Powerful Parents Groups throughout the state as a grass roots effort to meet face-to-face with parents and families of adults and children with developmental disabilities. Our purpose is to disseminate information, gather feedback and stimulate bonding among parents. Through these groups, DDRS hopes to: 

  • make DDRS plans and initiatives more transparent in how they affect consumers and families
  • create a network of family contacts within BBDS districts, including more rural areas
  • share information on available resources for families
  • listen to how DDRS can make connections for consumer and family needs
