State Emergency Operations Center
Through the coordinated efforts of Indiana's public safety agencies, requests for disaster assistance are quickly and efficiently addressed via the emergency operations center (EOC). In 2002 for example, the EOC was activated 7 times for a total of 456.75 hours. Activations were all weather related and included the May flooding along the White and Wabash Rivers and the September 20th tornadoes that affected the state from Posey County in the southwest to Delaware County in east central Indiana.
Through our state-of-the-art EOC, the IDHS staff tracks and disseminates late breaking disaster information gathered from its network of state agencies, volunteer organizations and county-level emergency management agencies across the state. By working hand-in-hand with these groups, the Indiana Department of Homeland Security can effectively and swiftly respond to disasters small or large, natural or manmade.
As far back as 1998 the Operations Division of the State Emergency Management Agency made substantial inroads in information technology. At that time, sixty-nine counties and three local jurisdictions submitted critical resource lists in order to be added to the Resource portion of the Message Handling and Tracking System (TracSys). Two major updates have occurred since then.
Dial-in procedures for IDHS laptop computer users are currently allowing remote access to the Department's server. The automated dial-up procedure system was also updated and customized to permit remote operation of the TracSys system by selected staff members.
The EOC was used for training, meetings and tours 28 times for about 80 hours of use. Additionally, 17 counties received (and were provided training in) a stand alone version of State EOC TracSys software.
