The Annual Support Fee (ASFE), commonly referred to as a docket fee by County Clerks, is a yearly fee assessed per Indiana Code 33-37-5-6 on an action in which a final court order requires a person to pay support or maintenance payments through the State Central Collection Unit or through the Clerk of Courts. The Indiana Legislature increased the fee to $55 per child support case effective 1-1-08. Either the State or the County Clerk may collect the fee, depending on how the noncustodial parent (NCP) pays child support.
NCPs who submit their child support payments to their local Clerk's office may pay their fees at that office. NCPs who pay child support obligations through income withholding may receive notices by mail from the State indicating that their ASFE fees are due. Coupons are included at the bottom of those notices for remittance of payments. Checks or money orders for the Annual Support Fee payments should be payable to the Indiana State Central Collection Unit (or INSCCU) and sent to:
Indiana State Central Collection Unit -- ASFE or INSCCU - ASFE
PO Box 6271
Indianapolis, IN 46206-6271
Note: This address is different than the address for regular child support payments!
To ensure proper credit, ASFE’s must be clearly marked as ASFE payments. Regular child support payments cannot be included in the amount submitted for the ASFE. If the NCP does not pay the entire ASFE amount, an income withholding order may be sent to the NCP's employer to have the fee withheld from earnings.
If you are an NCP and have general questions about annual support fees, please call the KIDS Line at (317) 233-5437 or (800) 840-8757. For specific questions (e.g. incorrect notice or fee amount), contact the Clerk’s Office in the county where the order resides.
If you are an employer with questions concerning the ASFE, please refer to the Employer Services section of this website or call the Employer Maintenance Unit (EMU) at (317) 232-0372 or (800) 292-0403.
