Is room and board assistance paid initially by provider and then reimbursed through the contract or is this expensed billed/paid directly from the IVB grant?

Yes, Room and Board payments are paid directly to a vendor/landlord from the agency, and then claimed for State reimbursement with the appropriate paperwork/documentation submitted.
