Background Check

Welcome to the Indiana Department of Child Services
Electronic Fingerprinting Program (DCS E-DIGITS)

The mission of the Indiana Department of Child Services (DCS) is to protect children from abuse and neglect. DCS does this by partnering with families and communities to provide safe, nurturing, and stable homes. To further the goal of providing safe homes, DCS, pursuant to Indiana law, requires criminal and civil checks for those who reside or have direct contact with children under the supervision of DCS. Specifically, Indiana law requires national fingerprint based criminal history background checks, in addition to other criminal and civil checks, for the following:

  • Foster Family Home Licensing - foster family home applicants and all persons aged 18 and older who reside in the prospective foster home or who work or volunteer in the home and will have direct contact on a regular and continuing basis with children who are under the supervision of DCS (IC 31-27-4-5);
  • Foster Family Home Applicants for Related Placements - all persons 18 and older who live in that household (IC 10-13-3-27.5);
  • Residential Facility and Agency Licensing - each applicant for a license, managers of a DCS licensed facilities where children are placed, and employees and volunteers in DCS licensed facilities if the employee/volunteer will have direct contact on a regular and continuing basis with children supervised by the Agency (IC 31-27-5-4; IC 31-27-3-3; IC 31-27-6-2);
  • Contractor - employees and volunteers of all DCS contractors if the employee/volunteer will have direct contact on a regular and continuing basis with children supervised by the Agency Contractor (IC 31-27-3-3); 10-13-3-38.5) and
