David StewartGeneral Counsel

David W. Stewart is the General Counsel for the Indiana Criminal Justice Institute (ICJI).

As General Counsel, David monitors and directs the day to day legal activities of the agency. These activities include, but are not limited to, contract preparation, statute interpretation, legal research, legislative affairs, constituent communications and state and federal grant compliance.

Prior to coming to ICJI, David served for almost five years as a Deputy Attorney General and was Section Chief of the Professional Licensing Section of the Consumer Protection Division. David has had private law practices in Terre Haute and Indianapolis, Indiana and was an associate at the O’Koon Hintermeister law firm in Indianapolis.

While in private practice, David was a Judge pro tempore in the Vigo County Juvenile Court and also served that court as a guardian ad litem. He served as a Commissioner on the Terre Haute Police Merit Commission and was a volunteer member of various boards and commissions.

David was admitted to the Indiana Bar in 1994. He received his Doctor of Jurisprudence from Indiana University School of Law (Bloomington) in May 1993 and his Bachelor of Science Degree in forensic studies from Indiana University in 1981.
