Enforce State Seat Belt Laws
- Commit to mobilize -
The 2013 Click It or Ticket national and statewide mobilization will take place over the Memorial Day holiday period. It is supported by thousands of law enforcement agencies and traffic safety advocates across the country. In Indiana, beginning May 17, more than 250 state and local law enforcement agencies will conduct special patrols day and night, to identify and ticket unrestrained motorists. The effort will conclude on June 2.
Enforce day and night -
Statistics show that passenger vehicle occupants are buckling up more during the day, but not enough at night. This mobilization is created to crack down on violators 24/7, but a strong enforcement effort is urged between the nighttime hours of 6:00 p.m. and 5:59 a.m. due to the significant number of violators and fatal crashes during this time.
In 2011, 10,135 passenger vehicle occupants were killed in motor vehicle traffic crashes at night (6:00 p.m. to 5:59 a.m.) nationwide. Of those killed in nighttime crashes, 62 percent were not wearing seat belts (compared to 43 percent of occupants killed during daytime hours of 6:00 a.m. to 5:59 p.m.).

Click It or Ticket is an annual enforcement effort that is supported by federal Highway Safety funding awarded to more than 250 state and local law enforcement agencies from ICJI’s Traffic Safety division. Indiana’s enforcement mobilization is reinforced by paid, statewide advertising combined with targeted public outreach efforts aimed at promoting the life-saving benefits of regular seat belt use among all motorists. This year, Indiana’s Click It or Ticket media campaign will take place May 12-22.
Educate Occupants

While belt use nationwide hit a record high of 86 percent in 2012, according to the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA), there are still thousands of vehicle drivers and passengers who are not buckling up – and the result can be tragic. NHTSA statistics show that in 2011, 21,253 passenger vehicle occupants were killed in motor vehicle crashes and 52 percent were not wearing their seat belts at the time of the crash. Not wearing a seat belt at night is especially dangerous, when the risk of being involved in a crash triples.
Younger motorists - young men in particular - are most at risk. Nationwide, among teens and young adults, ages 18-34, who were killed in fatal crashes in 2011, 64 percent were NOT buckled up at the time of the crash - he highest percentage of any age group. The number jumps to 66 percent when only men in this age group are included.
- In Indiana -
There were 3,450 crashes involving unrestrained drivers/occupants in 2012 and 274 fatalities involving unrestrained drivers/occupants. In addition, there were 1,197 occupants ejected from vehicles due to non-restraint use.
- The numbers change, the facts don’t -
Although Click It or Ticket has been credited with increasing Indiana’s seat belt usage rate from 63 percent in 1995, to a record high usage rate of 93.6 percent in 2012, we cannot be complacent. Although the overall usage rate tops 93 percent, still only 86.5 percent of drivers/occupants of pickup trucks are found to buckle up. Research consistently shows that wearing your seat belt increases your chances of surviving a crash by more than 50 percent. Additionally, motorists are 75 percent less likely to be killed in a rollover crash if they are buckled up according to NHTSA.
Increase Seat Belt Use

Click It or Ticket works. High-visibility enforcement is credited with increasing the national seat belt usage rate from 58 percent in 1994 to an estimated observed usage rate of 86 percent in 2012—an all-time high rate.
- Sustained Effort -
In 2011, seat belts saved an estimated 11,949 lives nationwide according to NHTSA. While this year’s Click It or Ticket enforcement mobilization runs from May 20 through June 2, officers are out enforcing seat belt laws year-round.

Local motorists should be prepared to see more law enforcement on the roads during this 15-day period. Special patrols will take place around the clock, and if law enforcement finds you on the road unbuckled at any time, you can expect to get a ticket. No excuses and no exceptions. Click It or Ticket!
