Enforce State Seat Belt Laws
- Commit to mobilize -
The 2012 Click It or Ticket national and statewide mobilization will take place over the Memorial Day holiday period. It is supported by thousands of law enforcement agencies and traffic safety advocates across the country. In Indiana, beginning May 18, more than 250 state and local law enforcement agencies will conduct special patrols day and night to identify and ticket unrestrained motorists. The effort will conclude on June 3.
Enforce day and night -
Statistics show nighttime drivers are less likely to buckle up compared to daytime drivers. 10,647 passenger vehicle occupants were killed in motor vehicle traffic crashes at night (6 p.m. to 5:59 a.m.) in 2010. Of those killed in nighttime crashes, 61 percent were not wearing seat belts (compared to 42 percent of occupants killed during daytime hours of 6 a.m. to 5:59 p.m.).

Click It or Ticket is an annual enforcement effort that is supported by federal Highway Safety funding awarded to more than 250 state and local law enforcement agencies from ICJI’s Traffic Safety division. Indiana’s enforcement mobilization is reinforced by paid, statewide advertising combined with targeted public outreach efforts aimed at comprehensively promoting the life-saving benefits of regular seat belt use to all motorists.

In 2010, NHTSA statistics show that 22,187 occupants of passenger cars, trucks, vans and SUVs were killed in motor vehicle crashes nationwide - and 51 percent were NOT wearing seat belts at the time of the fatal crashes.
- In Indiana -
There were 3,322 crashes involving unrestrained drivers/occupants in 2011 and 202 fatalities involving unrestrained drivers/occupants; 1,024 Indiana motorists were ejected from their motor vehicles the same year due to being unrestrained. In 2010, 52 percent of all occupants killed in crashes in Indiana were unrestrained.
- Teens and young adults are at higher risk -
Among young adult passenger vehicle occupants, ages 18 to 34, who were killed in crashes, 62 percent were not buckled up - the highest percentage of any age group. The number jumps to 66 percent when only men in this age group are included.
- The numbers change, the facts don’t -
Although Click It or Ticket has been credited with increasing Indiana’s seat belt usage rate from 63 percent in 1995 to an observed usage rate of 93 percent in 2011, we still have far to go. Research consistently shows that wearing your seat belt increases your chances of surviving a crash by more than 50 percent.

With the help of local and national law enforcement officers and highway safety advocates all across the country, the Click It or Ticket enforcement mobilization is credited with raising the national seat belt usage rate to 85 percent in 2010.
- Sustained Effort -
Indiana’s 2012 Click It or Ticket mobilization will run from May 18-June 3, and the national effort from May 21 through June 3. However, officers may continue to look for and educate unrestrained vehicle occupants year-round.

Local motorists should be prepared to see more law enforcement on the roads during this 15-day period. Special patrols will take place around the clock, and if law enforcement finds you on the road unbuckled at any time, you can expect to get a ticket. No excuses and no exceptions. Click it or ticket!
