STARS Progress Report - December 2007

What are the primary features of STARS?

  • One-stop customer processing. (Expediter checks customers into STARS and begins “visit”; expedites customer response from CSR.)
  • Measurement of customer visits and times.
  • Enhanced security of customer data.
  • Increased consistency of operations through strict enforcement of business rules.
  • Improved accountability through audited transactions.
  • Better, faster, flexible and more reliable reporting.
  • Enhanced framework for financial systems.
  • Enhanced framework for inventory management.

What progress has the BMV made in updating STARS since the June 2007 progress report?

Voids and record-keeping items:

  • Voids now work for all types of transactions.
  • Tender type reports for each branch exist for auditing purposes.
  • More efficient monitoring of each branch on money management.

Data issues around leased vehicles:

  • Cleaned-up 20,000 company customer records.
  • Added logic to select correct mailing address for renewal notices.

Commercial Driver License issues:

  • Restrictions and endorsements processes automated.
  • CDL physicians’ interface built.

Remaining "no-link customers" and data verification:

  • Each STARS transaction completed for a “no-link” customer effectively links the records.
  • Self-service terminal and online registration transactions of 85% in Q3.
  • Implemented real-time interface to Social Security Administration (SSA) that enables direct verification of name, SSN, and birth date.
  • Conducted “scrub” of all existing DL/ID records with SSA.

What is the BMV's Customer Choices program?

Auto Dealer Partnership

  • Pilot launched in May, 2007.
  • 106 dealers signed up for program.
  • 52 installed and offering BMV services.
  • 10,004 transactions completed to date.

AAA Hoosier Motor Club Partnership

  • Pilot launched at College Park location in October, 2007.
  • Additional locations opening in 2008 include: Braeburn Village, Clarksville, Greenwood, and Speedway.

BMV2You Mobile License Branch

  • Launched in August at State Fair.
  • 23 locations served in 10 communities.
  • Over 1,600 transactions performed.

What is the BMV's Year-Round Registration program?

  • More than 60 percent of BMV transactions are registrations.
  • Indiana currently has 19 due dates for registrations through the end of October.

The effort to move to a 45 due-date Year-Round Registration cycle has entailed:

  • Significant STARS programming changes.
  • Testing of over 7,000 unique registration scenarios.
  • Design and procurement of new registration stickers, in cooperation with law enforcement.
  • Coordination with county auditors and treasurers to prepare for new timing of financial distributions.
  • Reformatting of registration renewal notices.

The impact of Year-Round Registration will include:

  • Registration due dates will increase from 19 to 45.
  • Average number of registrations on a due date will decrease from 363,00 to 161,000.
  • Highest volume of registrations on a single due date will decrease from 625,000 to 398,000.
