INDIANAPOLIS - Auditor of State Connie Nass has released her twelfth biannual
Report to Indiana Citizens on the State's Finances. “Indiana government’s bottom line at
fiscal year end is in the best shape it’s been in since 2001,” said Nass. “What a pleasure it
is for me, in my final year as Auditor of State, to report the first balanced budget for
Indiana government since I took office.”
This edition of the Report sets forth the General Fund and Property Tax Replacement
Fund Surplus (Surplus) for the end of the 2006 fiscal year, which was $1.089 billion.
Adjusted for the payment delays begun in the 2002 fiscal year, the True Surplus was
positive for the first time since 2003, at over $417 million.
The Report starts with a simple explanation of the Surplus and the True Surplus. Next is a
discussion of the adjustments to the Surplus in the form of payment delays, how those
payment delay figures change from year to year, and how some are being reversed.
The center of the Report explains the flow of Indiana Toll Road Lease proceeds and the
planned distributions of a portion of those proceeds to all 92 counties, their cities and
towns, as well as additional special distributions to the seven toll road counties, their
cities and towns, and the Northwest Indiana Regional Development Authority.
Finally, the Report again includes a two page quarterly report of state revenue trends,
including details on the “Big Four” sources of tax revenue – sales taxes, individual
income taxes, corporate income taxes, and riverboat wagering taxes.
