ACROSS THE USA:   INDIANAPOLIS, INDIANA
Indianapolis -- State Auditor Connie Nass said the state's budget surplus has decreased by $729 million from a year ago, and the state will be virtually broke once money is set aside for schools and emergencies. Last year Gov. O'Bannon said the state was in sound fiscal health. Since then, spending increases and a downturn in the economy have depleted the surplus.
