[DNR] NRC approves hearing for proposed Hoosier Prairie changes

Event Description:
The Natural Resources Commission on Tuesday approved a request for a public hearing on a proposed addition to the Hoosier Prairie Nature Preserve and changes to the site’s management master plan.

Hoosier Prairie is a 304-acre nature preserve in Lake County that was first dedicated in 1978. The proposal would add just over 275 acres to the preserve and amend the master plan to allow modern techniques in management of the prairie habitat. These would include the ability to plant native prairie plants, if needed, and to convert former pasture into prairie and savanna habitats. In addition, several new parking lots could be added in the future, if needed.

The state Nature Preserves Act (Indiana Code 14-31-1) requires a public hearing before articles of dedication for a nature preserve can be amended.

In other actions at Tuesday’s meeting, the NRC:

• Authorized the DNR Division of State Parks & Reservoirs to negotiate a ground lease on a proposal to manage Quakertown State Recreation Area Marina at Brookville Lake.
• Approved a report by the NRC Division of Hearings to the Vigo County Circuit Court regarding a petition to establish the Move Over Lake Conservancy District.
• Approved a mediation process for disputes among surface water users.
• Declared the walnut twig beetle and a fungus (Geosmithia morbid sp. nov) as pests or pathogens under Indiana Code 14-24-3-9, putting both under regulation by IC 14-24-4. The subject was previously addressed through a temporary rule set to expire in August.
• Approved the DNR Division of Fish & Wildlife’s request to incorporate citizen petitions received by the NRC with other public comments the Division will review next year as part of its biennial rule-making process, which is expected to begin in January.
