INDIANAPOLIS &amp;ndash;The Indiana Department of Homeland Security (IDHS), Indiana State Board of Animal Health (BOAH) and Indiana State Police (ISP) remind all Hoosiers to remember basic safety tips to ensure that everyone enjoys their time at the county fair and other local festivals and carnivals that are part of Indiana&amp;rsquo;s summertime tradition.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;General Safety Tips&lt;/strong&gt;&lt;br /&gt;
&lt;ul&gt;
    &lt;li&gt;Pay attention to weather forecasts and prepare appropriately.&lt;/li&gt;
    &lt;li&gt;Be aware of your surroundings and know where you will go if you need to seek shelter from an unexpected thunderstorm.&lt;/li&gt;
    &lt;li&gt;Be sure to use sunscreen and sunglasses to protect yourself from harmful UV rays. Remember, even on overcast days UV rays are still powerful enough to burn skin so use sunscreen.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;On hot days, make sure you drink plenty of water to stay hydrated.&lt;/li&gt;
    &lt;li&gt;Wear closed toe shoes like tennis shoes, not flip-flops or sandals, to protect your feet.&lt;/li&gt;

    &lt;li&gt;Every ride should have a prominently displayed, current permit issued by IDHS. If the ride has no such permit, call the amusement ride hotline at 1-888-203-5020.&lt;/li&gt;
    &lt;li&gt;Read all posted rules and listen to instructions given by ride operators.&lt;/li&gt;
    &lt;li&gt;Watch the ride with your child before boarding. Point out the operator and the entrance and exit locations prior to riding. Make sure they understand the instructions and warnings fully.&lt;/li&gt;
    &lt;li&gt;Obey minimum height, age, and weight restrictions. Never sneak children onto rides if they are too small or too young. A smaller/younger child may not be physically or developmentally able to stay safely seated.&lt;/li&gt;
    &lt;li&gt;If you can&amp;rsquo;t count on your child to stay seated with hands and feet inside, don&amp;rsquo;t let them ride.&amp;nbsp;&lt;/li&gt;
    &lt;li&gt;Keep all body parts (hands, arms, legs, long hair, etc.) inside the ride at all times. If you have long hair, keep it pulled up with a hat or hair tie.&lt;/li&gt;
    &lt;li&gt;Always use the safety equipment provided (seat belt, shoulder harness, lap bar, etc.).&lt;/li&gt;
    &lt;li&gt;Remain in the ride until it comes to a complete stop at the unloading point. If a ride stops temporarily due to mechanical failure or other reasons, stay seated and wait for an operator to give you further instructions.&lt;/li&gt;
    &lt;li&gt;Know your physical conditions and limitations. If you suspect that your health could be at risk for any reason, or that you could aggravate a preexisting condition of any kind, do not ride.&lt;/li&gt;

High Risk weather designation for northern Indiana is uncommon 


The Indiana Department of Homeland Security is reminding Hoosiers to be aware of the weather tonight as there is a possibility for severe weather and tornadoes. 

The National Storm Prediction Center says there is a high risk for severe weather in northern Indiana tonight, while the rest of the state is under a moderate or slight risk. The high risk designation is not used often, and means patterns are developing which could cause extreme weather. The National Weather Service says these storms may bring widespread damaging winds, large hail, dangerous lightning, tornadoes, and torrential rainfall producing flash flooding. 

Hoosiers should remain aware of changing weather conditions, and assess the need to travel while severe weather is in the area. Consider bringing any outdoor furniture or items inside. 

Power Outages
With weather systems like this, it's not uncommon to see widespread power outages. While utility companies will be working to quickly repair any outages, storms of this size and magnitude often make it very difficult to restore power immediately.

Take the time now to charge cell phones, laptops and other devices, so that if power goes out, electronic devices will have a maximum charge.

Essential supplies to gather ahead of time in case utilities are disrupted: 


    Food and water for three days (includes a minimum of one gallon of water per person, per day)
    Battery operated or hand crank all hazards radio

INDIANAPOLIS &amp;ndash; Homeowners, renters, businesses and non-profit organizations in 14 central Indiana counties are reminded that July 9 is the filing deadline for disaster relief loans from the U.S. Small Business Administration (SBA).  &lt;br /&gt;
&lt;br /&gt;
The SBA declared Blackford, Carroll, Cass, Clinton, Delaware, Grant, Hamilton, Howard, Huntington, Madison, Miami, Tipton, Wabash and Wells counties were eligible for low interest disaster loans because of severe weather and flooding beginning on April 17. &lt;br /&gt;
&lt;br /&gt;
The loans were made available in response to a request from Governor Michael R. Pence for a disaster declaration by the SBA.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;How to Apply &lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
Disaster loan information can be completed on SBA's secure website at &lt;a href="https://disasterloan.sba.gov/ela/" target="_blank"&gt;https://disasterloan.sba.gov/ela/&lt;/a&gt;. &lt;br /&gt;
&lt;br /&gt;
Business loan applications can also be downloaded from the SBA website at &lt;a href="http://www.sba.gov/" target="_blank"&gt;www.sba.gov&lt;/a&gt;. Completed applications should be returned to a Disaster Loan Outreach Center or mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. &lt;br /&gt;
&lt;br /&gt;
Individuals and businesses can call the SBA's Customer Service Center at 800-659-2955 (800-877-8339 for people with speech or hearing disabilities), Monday through Friday from 8 a.m. to 6 p.m. ET or by sending an e-mail to &lt;a href="mailto:disastercustomerservice@sba.gov" target="_blank"&gt;disastercustomerservice@sba.gov&lt;/a&gt;. &lt;br /&gt;
&lt;br /&gt;
Loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate.   Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property. Businesses and non-profit organizations of any size may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.&lt;br /&gt;
&lt;br /&gt;
For small businesses, small agricultural cooperatives, small businesses engaged in aqua cultural, and most private non-profit organizations of all sizes, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster.  EIDL assistance is available regardless of whether the business suffered any physical property damage.&lt;br /&gt;
&lt;br /&gt;
The filing deadline to return applications for physical property damage is July 9, 2013. The deadline to return economic injury applications is February 10, 2014.&lt;br /&gt;

      <description><![CDATA[DISASTER LOAN DEADLINE APPROACHING FOR INDIVIDUALS AFFECTED BY APRIL FLOODING

INDIANAPOLIS  Homeowners, renters, businesses and non-profit organizations in 14 central Indiana counties are reminded that July 9 is the filing deadline for disaster relief loans from the U.S. Small Business Administration (SBA).  

The SBA declared Blackford, Carroll, Cass, Clinton, Delaware, Grant, Hamilton, Howard, Huntington, Madison, Miami, Tipton, Wabash and Wells counties were eligible for low interest disaster loans because of severe weather and flooding beginning on April 17. 

The loans were made available in response to a request from Governor Michael R. Pence for a disaster declaration by the SBA.

How to Apply 

Disaster loan information can be completed on SBA's secure website at https://disasterloan.sba.gov/ela/. 

Business loan applications can also be downloaded from the SBA website at www.sba.gov. Completed applications should be returned to a Disaster Loan Outreach Center or mailed to: U.S. Small Business Administration, Processing and Disbursement Center, 14925 Kingsport Road, Fort Worth, TX 76155. 

Individuals and businesses can call the SBA's Customer Service Center at 800-659-2955 (800-877-8339 for people with speech or hearing disabilities), Monday through Friday from 8 a.m. to 6 p.m. ET or by sending an e-mail to disastercustomerservice@sba.gov. 

Loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate.   Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property. Businesses and non-profit organizations of any size may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

For small businesses, small agricultural cooperatives, small businesses engaged in aqua cultural, and most private non-profit organizations of all sizes, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster.  EIDL assistance is available regardless of whether the business suffered any physical property damage.

The filing deadline to return applications for physical property damage is July 9, 2013. The deadline to return economic injury applications is February 10, 2014.

INDIANAPOLIS &amp;ndash; The work of health care providers, public safety workers and community leaders who have given above and beyond care to Hoosier children was celebrated at the 2nd Annual Health Care Heroes Breakfast May 22 at Ruth Lilly Education Center. &lt;br /&gt;

Elizabeth Weinstein, program director for Indiana Emergency Medical Services (EMSC), said, "Hoosiers may not always realize the extraordinary things that their neighbors are doing every day to keep the children of Indiana safe and healthy.  We are honored to have the opportunity to thank them and celebrate their successes in a public way."&lt;br /&gt;

The 2013 Health Care Hero Award winners are:&lt;br /&gt;
&lt;br /&gt;
&lt;ul&gt;
    &lt;li&gt;Deborah Baize, St. Mary&amp;rsquo;s Medical Center &amp;amp; Safe Kids Vanderburgh/Warrick counties, was presented with the award in Public Safety for all her efforts and training on car seat and helmet safety for kids. Baize&amp;rsquo;s responsibility also covers scheduling car seat clinics in the community.&lt;/li&gt;
    &lt;li&gt;Kenneth Musall, South Vermillion High School, was presented an award for Community Leadership and Advocacy for his years of educating children in swimming training. Musall has selflessly devoted himself to teaching others how to save drowning victims.&lt;/li&gt;
    &lt;li&gt;Pamela Moore-Stigall, Ivy Tech College in Indianapolis, was presented with the Pre-hospital Care award for her advocacy in pediatric training.  In the last year she has instructed more than 1,200 students and conducted more than 100 simulations. Stigall is dedicated to emergency medical response.&lt;/li&gt;
    &lt;li&gt;Gary Kleeman, Harrison County Hospital EMS, was presented with the Pre-hospital Care and Community Advocacy award for his hard work in support of EMS. Kleeman is relentless in finding funding for Child Protective Seats fitting stations, activities that the EMS service sponsors such as, Car Seat Clinics, Farm safety, EMS Awareness, Halloween Safety and Seat Belt safety.&lt;/li&gt;

      <description><![CDATA[Indiana Emergency Medical Services for Children (EMSC) Bestows Honors to Local Health Care Heroes


INDIANAPOLIS  The work of health care providers, public safety workers and community leaders who have given above and beyond care to Hoosier children was celebrated at the 2nd Annual Health Care Heroes Breakfast May 22 at Ruth Lilly Education Center. 

Elizabeth Weinstein, program director for Indiana Emergency Medical Services (EMSC), said, "Hoosiers may not always realize the extraordinary things that their neighbors are doing every day to keep the children of Indiana safe and healthy.  We are honored to have the opportunity to thank them and celebrate their successes in a public way."

The 2013 Health Care Hero Award winners are:


    Deborah Baize, St. Marys Medical Center  Safe Kids Vanderburgh/Warrick counties, was presented with the award in Public Safety for all her efforts and training on car seat and helmet safety for kids. Baizes responsibility also covers scheduling car seat clinics in the community.
    Kenneth Musall, South Vermillion High School, was presented an award for Community Leadership and Advocacy for his years of educating children in swimming training. Musall has selflessly devoted himself to teaching others how to save drowning victims.
    Pamela Moore-Stigall, Ivy Tech College in Indianapolis, was presented with the Pre-hospital Care award for her advocacy in pediatric training.  In the last year she has instructed more than 1,200 students and conducted more than 100 simulations. Stigall is dedicated to emergency medical response.
    Gary Kleeman, Harrison County Hospital EMS, was presented with the Pre-hospital Care and Community Advocacy award for his hard work in support of EMS. Kleeman is relentless in finding funding for Child Protective Seats fitting stations, activities that the EMS service sponsors such as, Car Seat Clinics, Farm safety, EMS Awareness, Halloween Safety and Seat Belt safety.

Hoosiers who have questions or want to apply in-person for disaster loans from the U.S. Small Business Administration have the opportunity to do so at one of four Disaster Loan Centers on Saturday, May 18. This will be the only weekend date the centers in Grant, Howard, Madison and Tipton counties will be open.  All four centers will open their doors at 8:00 a.m. and close at Noon.  &lt;br /&gt;
&lt;br /&gt;
Low-interest disaster loans are available to homeowners, renters, businesses, and non-profit organizations in Blackford, Carroll, Cass, Clinton, Delaware, Grant, Hamilton, Howard, Huntington, Madison, Miami, Tipton, Wabash and Wells counties. Hoosiers in these counties can apply by visiting any one of the four centers or online.&lt;br /&gt;
&amp;nbsp;&lt;br /&gt;
Members of the SBA will be on hand to take questions and aid residents, small businesses, and non-profit organizations in the disaster loan process. The Indiana Department of Homeland Security will also have staff at the centers to provide flood victims with information about the Indiana State Disaster Relief Fund. Grants of up to $5,000 may be available for Hoosiers who suffered flood damage, but may not be eligible for a federal loan.&lt;br /&gt;

      <description><![CDATA[SATURDAY ONLY WEEKEND DATE DISASTER LOAN CENTERS WILL BE OPEN 


Hoosiers who have questions or want to apply in-person for disaster loans from the U.S. Small Business Administration have the opportunity to do so at one of four Disaster Loan Centers on Saturday, May 18. This will be the only weekend date the centers in Grant, Howard, Madison and Tipton counties will be open.  All four centers will open their doors at 8:00 a.m. and close at Noon.  

Low-interest disaster loans are available to homeowners, renters, businesses, and non-profit organizations in Blackford, Carroll, Cass, Clinton, Delaware, Grant, Hamilton, Howard, Huntington, Madison, Miami, Tipton, Wabash and Wells counties. Hoosiers in these counties can apply by visiting any one of the four centers or online.
 
Members of the SBA will be on hand to take questions and aid residents, small businesses, and non-profit organizations in the disaster loan process. The Indiana Department of Homeland Security will also have staff at the centers to provide flood victims with information about the Indiana State Disaster Relief Fund. Grants of up to $5,000 may be available for Hoosiers who suffered flood damage, but may not be eligible for a federal loan.

The Disaster Loan Centers will continue to be open Monday through Thursday next week.

      <description><![CDATA[SBA TO OPEN DISASTER CENTERS IN GRANT, HOWARD, MADISON, AND TIPTON COUNTIES BEGINNING TUESDAY


In order to help Hoosiers through the disaster loan process, the U.S. Small Business Administration will open Disaster Centers in Grant, Howard, Madison and Tipton counties. 

Low-interest disaster loans are available to residents, businesses, and non-profit organizations in Blackford, Carroll, Cass, Clinton, Delaware, Grant, Hamilton, Howard, Huntington, Madison, Miami, Tipton, Wabash and Wells counties. Hoosiers in these counties can apply by visiting any one of the four centers or online. 

All four centers will open Tuesday, May 14 at 9:00 a.m. Each center will be open for two weeks, expect for the Madison County office, which will be open for one week only. Locations and hours are provided below.

Members of the SBA will be on hand to take questions and aid residents, small businesses, and non-profit organizations in the disaster loan process. The Indiana Department of Homeland Security will also have staff at the centers to provide flood victims with information about the Indiana State Disaster Relief Fund. Grants of up to $5,000 may be available for Hoosiers who suffered flood damage, but may not be eligible for a federal loan.

INDIANAPOLIS &amp;ndash; Local, state and federal officials will expand joint preliminary damage assessments to three additional counties today &amp;ndash; Huntington, Grant and Tippecanoe.&lt;br /&gt;
&lt;br /&gt;
Of the four initial counties being assessed &amp;ndash; Howard, Madison, Tipton and Wabash counties &amp;ndash; evaluations of Madison and Wabash have been completed. Howard and Tipton will be completed today.&lt;br /&gt;
&lt;br /&gt;
Homes and businesses are being assessed to evaluate damage caused by severe weather and flooding that began April 17.&lt;br /&gt;
&lt;br /&gt;
Teams will include representatives from those counties, Indiana Department of Homeland Security (IDHS), the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA). Based on citizen reports and damage gathered by local and state emergency management professionals, these teams are focusing on the seven counties.&lt;br /&gt;
&lt;br /&gt;
These damage assessments are a key part of the multi-step process to determine eligibility to pursue federal assistance. See below for additional information about the federal disaster declaration process.&lt;br /&gt;
&lt;br /&gt;
The federal disaster declaration process for individual assistance:&lt;br /&gt;
&lt;br /&gt;
&amp;bull;	An emergency or disaster incident occurs.&lt;br /&gt;
&amp;bull;	Local emergency and public safety personnel, volunteers, humanitarian organizations and other private groups provide emergency life-saving and -sustaining activities, meet immediate human needs, and restore essential services vital to public health and safety. &lt;br /&gt;
&amp;bull;	A local disaster or emergency is declared.&lt;br /&gt;
&amp;bull;	Preliminary damage and impact information is reported to the Indiana Department of Homeland Security (IDHS) by citizens and local emergency management entities. &lt;br /&gt;
&amp;bull;	IDHS conducts preliminary assessments allowing officials to determine if there is a possibility of federal assistance.  If the number of businesses and homes is significant enough to officially request joint preliminary damage assessments then federal officials visit the state and finalize assessments with state and local officials.&lt;br /&gt;
&amp;bull;	&lt;strong&gt;INDIANA IS CURRENTLY AT THIS STEP&lt;/strong&gt;: Personnel from FEMA and the U.S. SBA are deployed and have been doing assessments the past two days.  They have been joined by state and local representatives to conduct damage assessments.&lt;br /&gt;
&amp;bull;	IDHS provides the findings of the joint damage assessments to the Governor's Office.&lt;br /&gt;
&amp;bull;	If eligibility requirements have been met, the Governor will officially request federal assistance to FEMA or the SBA.  &lt;br /&gt;
&amp;bull;	FEMA or SBA reviews the request and findings of the joint damage assessments and a determination of disaster or emergency declaration is then made &lt;br /&gt;
&amp;bull;	Federal assistance is granted or denied. &lt;br /&gt;
&lt;br /&gt;
IDHS is still encouraging anyone who has not yet reported damage to please do so today.&lt;br /&gt;
&lt;br /&gt;

      <description><![CDATA[DAMAGE ASSESSMENTS EXPAND TO HUNTINGTON, GRANT AND TIPPECANOE COUNTIES TODAY


INDIANAPOLIS  Local, state and federal officials will expand joint preliminary damage assessments to three additional counties today  Huntington, Grant and Tippecanoe.

Of the four initial counties being assessed  Howard, Madison, Tipton and Wabash counties  evaluations of Madison and Wabash have been completed. Howard and Tipton will be completed today.

Homes and businesses are being assessed to evaluate damage caused by severe weather and flooding that began April 17.

Teams will include representatives from those counties, Indiana Department of Homeland Security (IDHS), the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA). Based on citizen reports and damage gathered by local and state emergency management professionals, these teams are focusing on the seven counties.

These damage assessments are a key part of the multi-step process to determine eligibility to pursue federal assistance. See below for additional information about the federal disaster declaration process.

The federal disaster declaration process for individual assistance:

	An emergency or disaster incident occurs.
	Local emergency and public safety personnel, volunteers, humanitarian organizations and other private groups provide emergency life-saving and -sustaining activities, meet immediate human needs, and restore essential services vital to public health and safety. 
	A local disaster or emergency is declared.
	Preliminary damage and impact information is reported to the Indiana Department of Homeland Security (IDHS) by citizens and local emergency management entities. 
	IDHS conducts preliminary assessments allowing officials to determine if there is a possibility of federal assistance.  If the number of businesses and homes is significant enough to officially request joint preliminary damage assessments then federal officials visit the state and finalize assessments with state and local officials.
	INDIANA IS CURRENTLY AT THIS STEP: Personnel from FEMA and the U.S. SBA are deployed and have been doing assessments the past two days.  They have been joined by state and local representatives to conduct damage assessments.
	IDHS provides the findings of the joint damage assessments to the Governor's Office.
	If eligibility requirements have been met, the Governor will officially request federal assistance to FEMA or the SBA.  
	FEMA or SBA reviews the request and findings of the joint damage assessments and a determination of disaster or emergency declaration is then made 
	Federal assistance is granted or denied. 

IDHS is still encouraging anyone who has not yet reported damage to please do so today.

INDIANAPOLIS  Hoosiers who sustained damage caused by severe weather and flooding beginning April 17-22, 2013 can report damage online at: https://myoracle.in.gov/hs/damage/ia-public.do?method=activeincidentId=IA20130419121922. 

A link to the form is also available on the Indiana Department of Homeland Security (IDHS) website at in.gov/dhs. In the middle of the page under "Featured Topics," click on "Report Damage From Severe Storms and Flooding - April 17-22, 2013."

Individuals will be asked to provide their name, address, phone number and type of damage the property sustained. Losses can include structural damage to homes and loss of personal property.

According to a survey released earlier this week, 56 percent of Americans said they hadn&amp;rsquo;t heard of the U.S. Department of Homeland Security&amp;rsquo;s &amp;ldquo;If You See Something, Say Something&amp;rdquo; campaign. In light of the incident at the Boston Marathon and the data from the report, the Indiana Department of Homeland Security (IDHS), the Indiana State Police (ISP) and the City of Indianapolis Department of Public Safety are doing all that they can to bring forth this message, including calling on the media to help spread the word.&lt;br /&gt;
&lt;br /&gt;
The encouraging side of the survey is that 57 percent of respondents indicated that they were willing to meet with homeland security or local police to talk about reporting suspicious activity.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Citizen awareness is one of the best partners we have against manmade crises,&amp;rdquo; said IDHS Executive Director John Hill. &amp;ldquo;We need the average person to know that their input is critical to preventing violent situations. Do not feel embarrassed for reporting anything out of the ordinary.&amp;rdquo;&lt;br /&gt;

The SBA declared businesses and non-profits in Adams, Allen, DeKalb, Huntington, Noble, Wells and Whitley counties were eligible for low interest disaster loans because of severe storms and high winds on June 29 and July 3, 2012.&lt;br /&gt;
&lt;br /&gt;
Economic Injury Disaster Loans (EIDLs) up to $2 million are available at 3 percent for private non-profit organizations of all sizes and 4 percent for small businesses, with terms up to 30 years. The loans are intended to pay fixed debts, payroll, accounts payable, and other expenses that could have been paid had the disaster not occurred. To be considered for this assistance, eligible entities need to apply by May 6, 2013.&lt;br /&gt;

Small businesses and certain non-profit organizations in seven northeastern Indiana counties are reminded that May 6 is the filing deadline for Economic Injury Disaster Loans for the U.S. Small Business Administration (SBA).
