Moving Forward 3.0 Program to take place in Lake County

INDIANAPOLIS – The Indiana Housing and Community Development Authority (IHCDA) announced today plans to bring their Moving Forward 3.0 Program to Lake County. Once complete, this innovative program will help to create two energy efficient affordable housing developments with transportation solutions in Lake County. The goal is that at least one of these developments, which will likely break ground in 2019, will be located in East Chicago.

“We are pleased to continue efforts to identify and encourage the financing of new development for affordable rental housing in and around East Chicago,” said Governor Eric Holcomb. “The Moving Forward program affords us the unique opportunity to bring two energy efficient affordable housing developments to Lake County.”

In February, Indiana Governor Eric Holcomb issued an Executive Order for Declaration of Disaster Emergency in East Chicago. One of his requests in this order was for IHCDA to find ways to encourage the new development of rental housing in the East Chicago area.

“Our primary focus throughout this journey has been the safety and well-being of the families living within the affected area,” said Lt. Governor Suzanne Crouch, who serves as board chair of IHCDA. “In addition to those efforts, the Moving Forward program will help to provide a long-term solution for meeting the affordable housing needs in East Chicago and Lake County.”

The Moving Forward Program, launched in 2015 by IHCDA and Energy Systems Network (ESN), is designed to create affordable housing that increases quality of life while decreasing the cost of living for low to moderate income individuals and families. To date, four teams have participated in the program with housing developments planned or currently underway in Bloomington, Fort Wayne, Lafayette and Indianapolis.

“We are excited to begin the third iteration of Moving Forward,” said Jacob Sipe, Executive Director of IHCDA. “These two new housing developments will provide safe, energy efficient affordable housing and transportation options for approximately 80 Lake County families.”

Along with this announcement, a Request for Qualifications (RFQ) for the Moving Forward 3.0 Program has been released. It can be accessed on the Moving Forward webpage here. Requests to this RFQ are due by June 12, 2017.

Once the two development teams are selected, they will participate in a series of workshops and meetings in which IHCDA, ESN and other assembled subject matter experts create their design concepts, identify the locations and prepare strategies for ending the cycle of generational poverty. Upon completion of the development concepts, the two development teams are able to submit RHTC applications of up to $750,000 each under the 2018 RHTC General Set-Aside*.

*Per the 2016-17 Qualified Allocation Plan (QAP), IHCDA will reserve 10% of its RHTC for the IHCDA General Set-aside. Under this set-aside, IHCDA reserves credits for developments that further the Authority’s mission, goals, initiatives, and priorities irrespective of the ranking by evaluation factors. The QAP states that the Authority will exercise its sole discretion in the allocation of the IHCDA General Set-aside.
