IHCDA announces $2 million for security and demolition of the West Calumet Housing Complex

INDIANAPOLIS – The Indiana Housing and Community Development Authority’s (IHCDA) Board of Directors today approved over $2 million for the security and demolition of the West Calumet Housing Complex in East Chicago. In his Executive Order for Declaration of Disaster Emergency in East Chicago, Governor Holcomb requested that IHCDA secure this funding.

“Our primary concern is the health and well-being of the individuals and families living at the West Calumet Housing Complex,” said Lt. Governor Suzanne Crouch who serves as board chair of IHCDA. “Once they have each been safely relocated, these funds will go toward boarding up windows and doors, securing the property and demolition once it can begin. We will continue to identify and support further efforts related to the affected area in East Chicago in close collaboration with our local and federal partners.”

Since being notified of the high levels of lead located within Zone 1 of the USS Lead Superfund site – which includes the West Calumet Housing Complex – the East Chicago Housing Authority (ECHA) has worked closely with the U.S. Department of Housing and Urban Development (HUD) and other local, state and federal partners to find solutions for residents.

Last July, the ECHA decided it was no longer safe for residents to remain living at the complex so they submitted an application to HUD for demolition. Once residents have been safely relocated, the funding approved today by IHCDA will go toward securing the site and demolition.

The U.S. Environmental Protection Agency (EPA) announced earlier this week plans to resume cleanup work in April in Zones 2 and 3 of the USS Lead Superfund site in East Chicago. The EPA reached an agreement with responsible parties through a consent decree that provides $16 million toward remediation activities in zone 2.

The Governor’s Executive Order – extended March 10, 2017 – also requested IHCDA develop a webpage – – for which status updates, progress reports and other important information from state, federal and local partners can be posted.
