Public Hearings Planned on $85 Million Proposal to Widen, Improve I-69 in Hamilton, Madison Counties

INDIANAPOLIS (Oct. 14, 2015) – The Indiana Finance Authority Board today made a preliminary selection of an $85 million Milestone Contractors L.P. proposal to widen and rehabilitate 15 miles of Interstate 69 in Hamilton and Madison counties as part of the state’s Major Moves 2020 program. Public hearings are scheduled in November to collect public comment on the selected proposal.

Two public hearings will be held, with the first taking place at 6 p.m. Thursday, Nov. 5, in the Miami Room at the Anderson Public Library, 111 E. 12th St. in Anderson. The second hearing will begin at 6 p.m. on Thursday, Nov. 12 in the Council Chambers at Noblesville City Hall, 16 S. 10th St. in Noblesville.

Milestone Contractors of Columbus and designer United Consulting Engineers Inc. propose to add a travel lane in each direction between State Road 37 (Exit 205) and State Road 38 (Exit 219), and add a southbound lane between the 116th Street entrance ramp and the future 106th Street exit ramp. In addition, the project includes reconfiguring the Campus Parkway interchange (Exit 210) into a diverging-diamond design to improve traffic flow, widening the Campus Parkway bridge over I-69, and replacing the Brooks School Road bridge deck over I-69.

Best value for Hoosier taxpayers
The IFA and Indiana Department of Transportation sought the proposal that would deliver the best value to Hoosier taxpayers. Design-build teams submitted competing bids that were compared to determine which would accomplish the most within an $85 million budget.

The IFA and INDOT reviewed and scored proposals from three short-listed design-build teams using criteria described in the request for proposals. The Milestone proposal scored highest for its detailed project management, traffic and public involvement plans. An extended design life for the pavement, rehabilitation of additional structures and added widening accomplished 18 percent more than was estimated within the $85 million budget.

The selected proposal and contract will be posted by Oct. 19 to the IFA website at

The public may submit advance comments about the proposal, contract and proposal-evaluation process prior to the hearing. Those comments may be sent via email to IFA Project Manager Silvia Perez at, or via mail to One North Capitol, Suite 900, Indianapolis, Ind., 46204. All comments must be submitted no later than 6 p.m. on Nov. 12 to be considered.

About Major Moves 2020
Part of Governor Mike Pence’s 2014 legislative agenda, Major Moves 2020 invests $400 million in widening and rehabilitating heavily-traveled interstates that are approaching 50 years of age. 

Every year since 2013, Governor Pence and the Indiana General Assembly have increased funding for transportation. In total, $1.26 billion from the state general fund, including $200 million for local roads and bridges, has been budgeted. The current two-year state budget includes $200 million for expansion projects through 2017.
