[OUCC] Pleasantview Utilities rate cases: Public hearing in Connersville September 25

The Indiana Office of Utility Consumer Counselor (OUCC) encourages customers of Pleasantview Utilities, Inc. to comment on the utility’s pending water and sewer rate cases. Consumers may speak at the Indiana Utility Regulatory Commission (IURC) public field hearing on Wednesday, September 25, 2013, or send written comments to the OUCC.

The September 25 IURC public field hearing will be held at Connersville City Hall (500 N. Central Ave.). The OUCC will conduct an informational session on the regulatory process at 5:30 p.m. with the IURC accepting public comments beginning at 6:00 p.m.

  • Sworn oral and written comments regarding the rate cases will be accepted during the field hearing.
  • Oral and written consumer comments carry equal weight and will become part of the cases’ official evidentiary records.
  • Commissioners are not allowed to answer questions during the field hearing. (However, OUCC and IURC staff will be available before, during and after the hearing.)

Pleasantview Utilities serves nearly 200 customers in Fayette County. If approved, its water rate request would raise the monthly bill for a residential customer using 5,000 gallons from $33.90 to $51.20. In its filing, the utility states it is seeking the increase due to higher operating and maintenance costs, along with increased wholesale water charges.

In its separately pending sewer rate case, Pleasantview Utilities is requesting a two-phase increase to pay primarily for treatment plant improvements. If the request were granted, the utility’s flat, monthly residential sewer rate would increase from $24.38 to $42.45 when an IURC order is issued, and would then rise to $50.64 when the treatment plant projects are complete.

Pleasantview Utilities’ current base water rates were approved in 2000; its sewer rates were approved in 2008.

The OUCC – the state agency representing consumer interests in cases before the IURC – is reviewing the utility’s request and has not yet taken a position in these cases. The OUCC is scheduled to file its reports and recommendations with the Commission on October 7, 2013.

Written comments the OUCC receives during or in advance of the field hearing will be filed with the Commission and included in the case’s formal evidentiary record. Comments should include the consumer’s name, mailing address, and a reference to “IURC Cause Nos. 44351-U & 44352-U.”
