[INDOT - Northeast] Two Marion City Streets Receive Section 130 Rail Crossing Upgrades

MARION, Ind. – The Indiana Department of Transportation (INDOT) announces that the Norfolk Southern railroad crossings at 30th Street and at Bond Avenue in Marion have completed upgrades with train-activated warning bells, automatic gates and cantilevered flashing light systems. The upgrades are part of the Federal Aid Rail-Highway Crossing Program, administered by INDOT Traffic Safety and authorized by United States Code Title 23, Section 130.

Prior to its upgrade, the 30th Street crossing had mast-mounted gates and flashing lights (four pairs, set to the side) and a warning bell. The crossing now has automatic gates with eight pairs of cantilever-mounted flashing lights (four pairs set to the side and four pairs set over the crossing), in addition to the warning bell. Note: traffic counts for this crossing indicated 119 school buses cross this railroad track daily.

The Bond Avenue rail crossing was previously a passive crossing, designated only with cross bucks and a warning bell. In addition to the warning bell, this crossing now has a cantilever gate system with four pairs of flashing lights (two pairs set to the side and two pairs set over the crossing) for eastbound traffic and a mast-mounted automatic gate with two pairs of flashing lights (set to the side) for westbound traffic.

The goal of the Federal Aid Rail-Highway Crossing Program safety fund, commonly referred to as Section 130, is to reduce the crash risk of the most hazardous public highway rail crossings in Indiana. Using input from INDOT district engineers, INDOT Traffic Safety in Indianapolis prioritizes rail crossings throughout Indiana each year, to receive a Section 130 upgrade. The formula used to prioritize crossings is based on crash predictions, and includes train traffic, vehicle traffic, train speed and sight distance. In the INDOT Fort Wayne District this year, Section 130 funding has also upgraded the Elkhart Western Railroad Company rail crossing at Beardsley Avenue in Elkhart and the Norfolk Southern rail crossing at Amber Road in Allen County.

Section 130 funds, using Federal money, typically will install train-activated warning bells, flashing lights, overhead cantilevers, gates and constant warning time circuitry at highway rail crossings on the state and local highway system. A typical rail crossing upgrade costs approximately $250,000. Section 130 improvements require no matching funds by local government authorities. With the current level of federal funding, the number of Section 130 crossing upgrades in Indiana is approximately 20 crossings per year. A local government or private entity can also raise money and approach the railroad owner about crossing upgrades, independent of Section 130, and INDOT will provide technical assistance for these upgrades.

Of the approximately 5,700 railroad crossings state-wide (the INDOT Fort Wayne District has about 1,200 crossings), 36% currently have flashing lights and gates, 21% have flashing lights only and 43% have signs only. In spite of the upgrades, approximately two out of every three car-rail crashes occur at crossings that have arms or gates. INDOT is working to improve these numbers through education, in addition to Section 130 upgrades.
