[INDOT - Northeast] SR 19 Traffic Pattern to Change the Week of September 9

ELKHART, Ind. – The Indiana Department of Transportation (INDOT) announces a change in traffic patterns on SR 19 as part of the construction work for the SR 19 project in Elkhart. Traffic on SR 19 currently is restricted to one lane in each direction between Lusher Avenue and the St. Joseph River, using lanes on the east side of the road. On Wednesday morning, September 11, weather permitting, the contractor will begin the process of switching traffic to the newly constructed pavement on the west side of SR 19 between the new western leg of Franklin Street and the bridge, in order to begin construction on the east side of the roadway in this area. The section of SR 19 south of the new Franklin Street western leg will continue to use the lanes on the east side of the road until the water main work in this area is complete.

Also on Wednesday, September 11, the contractor is expected to close the eastern leg of Franklin Street to construct the new alignment of this intersection east of SR 19. The closure of Franklin Street’s eastern leg is expected to be complete by late October, weather permitting. The local traffic detour for Franklin Avenue will be SR 19 to Lusher Avenue to Oakland Avenue to Franklin Street. The western leg of the Franklin Street/SR 19 intersection will reopen shortly after the closure of the eastern leg.

Once it is completed, the alignment of Franklin Street will be changed from the existing location to intersect SR 19 approximately 150 feet to the north, farther away from the railroad underpass. The new intersection configuration will include five lanes of traffic for southbound SR 19 and both approaches on Franklin Street (two thru lanes in each direction and a left turn lane). Northbound SR 19 traffic will have a second left turn lane at this location to accommodate motorists turning left onto Franklin Street, resulting in a six-lane section on SR 19 just south of Franklin Street. The new configuration is expected to improve motorist and pedestrian safety and the flow of traffic at this intersection.

Traffic on the bridge over the St. Joseph River will also use lanes on the west side of the bridge due to work in the eastern lanes at the south end of the bridge. Northbound bridge traffic will shift to the eastern lanes once it passes this section of work.

The SR 19 reconstruction project consists of complete pavement replacement from Lusher Avenue to Beardsley Avenue to accommodate a 5-lane concrete roadway with a bi-directional turn lane. This will match the portions of SR 19 north of Beardsley Avenue and south of Lusher Avenue. The project will also include rehabilitation of the bridge over the St. Joseph River; installation of sidewalks; curb and gutter; ADA ramps; storm sewer system; new traffic signals; and pedestrian crosswalks with pushbuttons at Franklin Street, Indiana Avenue, Lexington Avenue, and Bypass Road.
