[OUCC] Pleasantview Utilities rate cases: Consumer comments invited

The Indiana Office of Utility Consumer Counselor (OUCC) is inviting written comments from Pleasantview Utilities, Inc. customers on the utility’s pending water and sewer rate cases.

The OUCC – the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) – is reviewing the utility’s requests and has not yet taken a position in these cases. The OUCC is currently scheduled to complete its review and file its reports with the Commission on October 7, 2013.

Pleasantview Utilities provides water and sewage disposal service to nearly 200 customers in Fayette County. Its pending water rate request would raise the monthly bill for a residential customer using 5,000 gallons from $33.90 to $51.20. Current water rates for Pleasantview were approved in 2000; the utility indicates in its filing that it is seeking the water rate increase due to higher wholesale water charges along with increases in operating and maintenance costs.

In the pending sewer rate case, Pleasantview Utilities is seeking a two-phase increase to pay primarily for treatment plant improvements. Under its request, the flat, monthly residential sewer rate would rise from $24.38 to $42.45 when an IURC order is issued, and would then increase to $50.64 when the treatment plant projects are complete. The utility’s current sewer rates were approved in 2008.

Pleasantview Utilities is seeking the rate increases through the state’s Small Utility Filing Procedure, which is available to utilities with fewer than 5,000 customers and is designed to reduce the time and expense involved with regulatory filings. Savings are gained by allowing utility staff to use standardized forms and the utility’s resulting need for less assistance from rate consultants or attorneys.

The standard for OUCC and IURC reviews on small utility filings is the same that applies to traditional utility filings. The OUCC conducts its review on behalf of consumers and presents its written report and recommendations to the IURC with regard to the utility’s request. The IURC then reviews the evidence and determines what is in the public interest regarding the filing (a balancing of utility and customer interests). A settlement agreement is possible in any legal proceeding; such an agreement would require IURC approval. The OUCC attempts to reach a compromise where possible in each IURC case on behalf of ratepayers.

Written comments the OUCC receives by September 30, 2013 will be filed with the Commission and included in the case’s formal evidentiary record. Comments should include the consumer’s name, mailing address, and a reference to “IURC Cause Nos. 44351-U and 44352-U.”
