Senate Dems challenge validity of Department of Insurance report

INDIANAPOLIS—During a Monday meeting of the Indiana General Assembly’s Health Finance Commission Senate Democrats repeatedly questioned the validity of claims that federal health care reform will lead to higher insurance rates.  Assistant Democratic Leader Jean D. Breaux (D-Indianapolis) questioned the methodology and conclusions of a report released by the Indiana Department of Insurance (IDOI) last week asserting that individual health insurance rates would increase by an average of 72 percent in 2014.

“I think Hoosiers should be very leery of this report. These numbers simply don’t tell the whole story on how the implementation of the Affordable Care Act will affect Hoosiers,” said Sen. Breaux. “The report leaves out any information on tax credits available to Hoosiers to put toward the cost of coverage, along with an inflated and flawed assumption on the average cost as a whole.”

During the committee Sen. Breaux called for a detailed breakdown upon which the IDOI’s reports were based.

"At a minimum, the basis for this report deserves further scrutiny.  If these numbers do not hold up, and I am very doubtful they will, then the question remains; why has the administration put out such misleading and harmful information? Providing truthful, unbiased information about health care is what the public deserves. Anything less than that is a complete disservice,” continued Sen. Breaux.

Senate Democrats noted that the IDOI’s report failed to account for the differing levels of health care coverage available on the state’s insurance exchange. Hoosiers will be able to choose between bronze, silver, gold and platinum health plans with varied coverage levels and premium amounts.

“The beauty of this system is that each Hoosier gets to choose the plan that works best for their budget and lifestyle,” said Sen. Breaux. “Therefore, basing their report on incomplete premium pricing information calls their entire method into question.”

Senate Democrats also raised questions over the report’s withholding of the impact of new tax credits on the overall cost of health insurance. More than a half million Hoosiers will be eligible for premium tax credits coupled on a sliding scale basis to income and family size.

“If the Department of Insurance was truly acting with the best interest of working families in mind, they would be using their time to educate Hoosiers on the availability of health insurance options that meet their needs,” said Sen. Breaux. “Not muddling their numbers to stir up controversy.”

Senate Democrat members of the Commission called on the IDOI to release pricing information for all levels of health insurance to be offered on the exchange and for the department to more actively pursue Hoosiers who may wish to receive health care coverage.

“We ought not to be politicizing Hoosiers’ well-being,” said Breaux. “Hoosiers are currently paying more to subsidize the cost of care for the uninsured. By lowering barriers and encouraging people to pursue coverage, we can expand the pool of insured and therefore create a downward trend on health care costs for all Hoosiers.”
