Senator authored, sponsored major veteran measures

INDIANAPOLIS—In an effort to curb the stubbornly high unemployment rate among Hoosier veterans, new laws authored by State Senator Lindel Hume (D-Princeton) approved during this past legislative session became effective July 1, 2013. Senate Enrolled Act (SEA) 290 allows medically-trained military personnel to be certified as emergency medical technicians (EMTs). The act gives the Indiana Emergency Medical Services Commission the ability to issue licenses to military service applicants who have prior training in medical service fields and who pass testing requirements. In addition, veterans who need to complete additional training could be issued temporary licenses by the commission.

Sen. Hume co-authored SEA 177, which assists veterans in attending college after completion of their service. The act makes veterans eligible for in-state tuition rates in undergraduate courses within 12 months after their honorable discharge. Veterans will be required to provide proof of their Indiana residency through voter registration and driver’s license no later than one year after enrollment. Veterans who are unable to provide this information will be subject to tuition policies determined by the universities and will need to repay the in-state and out-of-state tuition difference. Veterans who enroll after the 12-month period or in graduate degree programs would also be subject to tuition policies.

Sen. Hume advocated to create a property tax deduction for the surviving spouse of a deceased veteran by authoring SB 136. However, the language from this bill was inserted into another piece of legislation, House Enrolled Act (HEA) 1546, an act regarding tax administration that was eventually vetoed by the governor. However, lawmakers met June 12, 2013 for a technical session day and overrode the veto with a simple majority vote in both the Senate and House of Representatives.

Other new laws that Sen. Hume guided through the legislative process include: SEA 564 creating a state preference with Indiana veteran owned small businesses (VOSBs) for state contracts; SEA 125 creating oversight committees and commissions to investigate and study issues concerning vulnerable youth in Indiana; HEA 1110 allowing school corporations to use capital projects funds to pay insurance and utilities costs through 2015; HEA 1006 making various changes to criminal code including changing the current four-level felony system to a six-level system; and SEA 1 establishing school resource officer programs to increase safety for Hoosier school children.

Sen. Hume represents Indiana Senate District 48 which includes all or portions of Dubois, Gibson, Knox, Pike, Spencer and Warrick Counties. For more information on Sen. Hume his legislative agenda or other State Senate business call 1-800-382-9467 or visit www.IN.gov/S48.
