Senator authored, sponsored measures improving economic development, child safety

INDIANAPOLIS— In an effort to expand economic opportunities for industries on Lake Michigan, a new law authored by State Senator Lonnie M. Randolph (D-East Chicago) was approved during this past legislative session and became effective July 1, 2013. Senate Enrolled Act (SEA) 173 aims to draw more businesses and tourism by allowing waterfront restaurants receiving local, state or federal funding to sell alcoholic beverages. SEA 173 increases competition for Northwest Indiana cities and towns, such as Whiting, seeking to revitalize their waterfronts in order to attract more business.

Sen. Randolph co-authored SEA 125, an act that develops and improves Indiana’s system for child protective services. The act creates the Commission on Improving the Status of Children to study issues, review legislation and work with other groups concerning vulnerable children. In addition, SEA 125 creates an oversight committee to review data from the Department of Child Services in order to make recommendations and submit an annual report to the commission. The act also allows for the establishment of a local child fatality review team at the county level to review the circumstances involving child deaths, which will be compiled and analyzed by a statewide committee.

Other new laws that Sen. Randolph guided through the legislative process include: SEA 1 establishing school resource officer programs to increase safety for Hoosier school children; SEA 275 allowing Hoosier taxpayers greater flexibility in paying property taxes; SEA 177 providing returning veterans with in-state tuition rates at Indiana public universities after completion of their military service; SEA 207 amending a 2011 law that interrupted the schooling of about 200 Hoosier college students; SEA 529 establishing the Office of Energy Development (OED) to develop and implement a comprehensive energy strategy for the state; and House Enrolled Act (HEA) 1111 modifying the definition of those who can provide tactical emergency medicine.

Sen. Randolph also co-sponsored HEA 1002 establishing the Indiana Career Council to align the various participants in the state’s education, job skills development and career training systems to work to match the education and training opportunities that currently exist with future needs of the state’s job market. This act was effective immediately upon passage.

Sen. Randolph represents Indiana Senate District 2 which encompasses portions of Lake County, including the communities of East Chicago, Whiting, and portions of Gary, Griffith, Hammond, Hobart and Merrillville.
