Senator authored, sponsored major public safety and job training measures

INDIANAPOLIS— After months examining the Department of Child Services (DCS) last legislative interim, Senate Democratic Leader Tim Lanane (D-Anderson) co-authored legislation this past legislative session that establishes two oversight committees. Senate Enrolled Act (SEA) 125 creates the Commission on Improving the Status of Children in Indiana and the Child Services Oversight Committee to study issues concerning vulnerable youth and review data from DCS to evaluate the department’s performance. The new law also allows each county to employ local child fatality review teams to investigate, report and relay data on any child deaths in the state.

Sen. Lanane authored SEA 382, a measure that creates the Senior Consumer Protection Act designed to protect Hoosiers age 60 and older from financial exploitation. The act provides that financial exploitation of senior citizens includes control over properties or illegal misuse of assets through fraud, extortion or intimidation. Individuals caught committing these acts will have their assets frozen, be issued an injunction and have to pay for investigation or prosecution costs. The measure increases the civil penalty costs from $50 to up to $5,000 per violation. Violations of trust including spouses, children and attorneys will carry stricter penalties.

Sen. Lanane co-sponsored legislation that increases accountability for those who injure or kill police K-9 officers. House Enrolled Act (HEA) 1093 provides that criminals convicted of permanently disabling or killing a police dog will be responsible for paying K-9 replacement costs. The cost of purchasing law enforcement K-9s ranges from $8-$12,000, while some training fees can total up to $15,000. This legislation stems from recent law enforcement K-9 deaths in Indiana and the costs associated with training new dogs.

Other new laws that Sen. Lanane guided through the legislative process include: SEA 177 assisting veterans with in-state tuition at Indiana public universities after completion of their military service; SEA 290 allowing veterans with previous military medical training to become certified at emergent medical technicians (EMT); and HEA 1293 creating an artisan distiller’s permit to manufacture liquor in Indiana for wholesale.

Sen. Lanane was integral in sponsoring HEA 1002 establishing the Indiana Career Council to align the various participants in the state’s education, job skills development and career training systems to work to match the education and training opportunities that currently exist with future needs of the state’s job market. This act was effective immediately upon passage.

In response to the 2011 State Fair stage collapse, Sen. Lanane sponsored HEA 1069, an act giving the Fire Protection and Building Safety Commission the ability to enact rules extending until Jan. 1, 2016 that regulate public use of outdoor event equipment for performances. The bill provides that the director of the Indiana Department of Homeland Security (DHS) can implement rules concerning emergency action or response plans for performances where outdoor event equipment is being used. This act was effective immediately upon passage.
