STATEHOUSE – House Enrolled Act (HEA) 1324, which deals with compressed natural gas (CNG), was ceremoniously signed into law yesterday by Governor Pence. State Representative Randy Frye (R-Greensburg) authored the measure.

HEA 1324 provides a three year income tax credit for using a natural gas powered vehicle that weighs over 33,000 pounds. The maximum weight limit for a class 8 vehicle that uses natural gas as a motor fuel will be increased by 2,000 pounds.

“With the passage of this law, Indiana has taken a huge step forward in decreasing its dependence on foreign oil, creating jobs, reducing the size of government, protecting the environment and leveling the playing field for all types of vehicles in regards to road user fees,” said Rep. Frye.

The bill imposes the motor carrier fuel tax and the state sales tax on the purchase of gallons of natural gas, butane and propane that are used as a motor fuel. Those rates will be equivalent to the tax rates placed on the purchase of gallons of diesel and gasoline.

“Compared to gasoline and diesel, natural gas is a very environmentally-friendly and equally productive fuel source,” said Rep. Frye. “Natural gas is also cheaper with Hoosiers saving about 40 percent or more at the pump.”

This summer, the Joint Study Committee on Transportation has been assigned to study potential impact fees for hybrid and plug-in vehicles. They will submit any necessary recommendations to be reviewed by the General Assembly next session.

“I am encouraged by the opportunity for these issues to be further examined this summer,” said Rep. Frye. “I look forward to continuing our efforts of making low-cost and environmentally-friendly fuel sources available for Hoosiers.”
