[ISP] Criminal Mischief Complaint Leads to 15 Felony Charges and a Meth Lab

Rochester – Last night, a joint criminal investigation by the Indiana State Police and the Fulton County Sheriff’s Department led to the arrests of two rural Fulton County residents and a fugitive from South Bend, IN.

Charla Richard, 37, and John Wise, 45, both from 2183 West Fulton County Road 500 North, rural Rochester, IN, were arrested on felony charges for possession of methamphetamine, maintaining a common nuisance, manufacturing methamphetamine, possession of drug precursors, and possession of a police scanner during the commission of a felony. Richard also faces three additional felony charges on two counts for neglect of a dependent and a single charge of criminal mischief. Also arrested was Tenneil Selner, 32, of South Bend, IN. She was wanted on two federal arrest warrants and faces local felony charges for possession of methamphetamine and possession of hypodermic needles. All three were incarcerated in the Fulton County Jail.

Yesterday, officers from the Fulton County Sheriff’s Department and the Indiana State Police were dispatched to the J.J. Richard Dairy Farm, in northwest Fulton County, to investigate a domestic situation involving Charla Richard and Carl Richard. Carl reported that his wife, Charla, had damaged a pickup truck parked at the farm. He alleged that she broke windows on the truck and slashed the vehicle’s tires. She was also alleged to have been firing a pellet gun. The couple is apparently near the completion of divorce proceedings.

During their investigation, officers obtained a Fulton Circuit Court search warrant for Charla’s residence at 2183 West Fulton County Road 500 North. While looking for evidence related to the criminal mischief of the truck, officers purportedly found methamphetamine, a misdemeanor amount of marijuana, and Selner hiding in the home.

Officers then applied for and were granted a second Fulton Circuit Court search warrant for the residence. The second warrant allowed officers to search for evidence related to the manufacturing or possession of illegal narcotics. During a second search of the home, officers allegedly found a methamphetamine lab, chemical precursors for manufacturing methamphetamine, hypodermic needles, and two pellet guns. Two minor children, belonging to Charla Richard, were also found in the home. Initially the children were placed into the care of the Fulton County Division of the Indiana Department of Child Services, but were later allowed to stay with relatives.

The methamphetamine lab and related evidence was collected and disposed of by members of the Indiana State Police Peru Post Meth Enforcement Team.
