[OUCC] Jackson County Water Utility rate case: Consumer comments invited

The Indiana Office of Utility Consumer Counselor (OUCC) is inviting written comments on Jackson County Water Utility, Inc’s. request for a rate increase.

The OUCC – the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) – is reviewing the utility’s request and has not yet taken a position in this case. The OUCC anticipates completing its review and filing testimony with the Commission on May 21, 2014.

Current rates for Jackson County Water Utility – a not-for-profit entity serving approximately 5,300 customers in five counties – were approved in 2008. The utility is seeking an increase of almost 6.9 percent in its rates and charges, in addition to IURC approval to issue up to $5 million in long-term debt. In its testimony and exhibits, the utility states it is seeking the changes due to increases in operating and maintenance costs, and to pay for infrastructure improvements including a new 600,000 gallon storage tank, main replacements, booster station, wellhead and treatment plant rehabilitation, and other projects.

The utility’s proposal would increase the monthly residential bill for a customer using 5,000 gallons from $45.02 to $48.10.

An IURC evidentiary hearing in this case is scheduled to start on June 10, 2014 in Indianapolis. While evidentiary hearings are open to the public, participation is typically limited to attorney and Commission questioning of witnesses who have filed technical written testimony on behalf of the case’s formal parties.

Written comments the OUCC receives by May 16, 2014 will be filed with the Commission and included in the case’s formal evidentiary record. Comments should include the consumer’s name, mailing address, and a reference to “IURC Cause No. 44461.”
