[OUCC] Lebanon municipal electric rate case: State utility consumer advocate accepting public comments

Entry Description

The Indiana Office of Utility Consumer Counselor (OUCC) is inviting public comments as it reviews the City of Lebanon’s request to increase its municipal electric utility’s rates and charges.

The OUCC – the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) – is reviewing the utility’s request and has not yet taken a position in this case. The OUCC is scheduled to complete its review and file testimony with the Commission on July 12, 2012.

Lebanon’s pending proposal would raise a monthly residential electric bill for 1,000 kilowatt hours (kWh) from $91.37 to $108.07, including increasing the flat, monthly customer service charge from $5.00 to $8.00. The utility, whose base electric rates were approved in 1995, is also proposing to issue up to $13 million in long-term debt. According to its filing, Lebanon is seeking the changes due to increases in operating and maintenance costs along with proposed capital improvements (including new substations, replacement of aging infrastructure at existing substations, and a new operations building).

An IURC technical evidentiary hearing is scheduled for August 10 in Indianapolis. While evidentiary hearings are open to the public, participation is typically limited to attorney cross-examination and Commission questioning of technical witnesses who have filed financial or engineering testimony.

Written comments should include the consumer’s name, mailing address, and a reference to “IURC Cause No. 44142.” Comments received by July 5 will be filed with the IURC for inclusion in the case’s evidentiary record. The OUCC has also requested that a public field hearing be held in the utility’s service territory.
