[r5] Rep. DeVon’s adult high school bill signed into law

STATEHOUSE— House Enrolled Act (HEA) 1028, authored by State Representative Dale DeVon (R-Granger), was signed into law by Governor Mike Pence. HEA 1028 aims to help students who dropped out of high school and are going back to a charter school to obtain their high school diploma. 

HEA 1028 would help improve adult high schools by establishing an accountability system to assess the schools’ performances. The law also allows new adult high schools to be established and requires that each new school be authorized by the Indiana Charter School Board. 

“This is about giving adults a second chance to further their education and better their lives,” said Rep. DeVon. “Adult high schools strengthen our state’s ability to serve at-risk populations and provide an alternative to obtaining a GED. I was proud to author this legislation, and I am grateful for the governor’s support on this initiative.” 

On average, a high school graduate earns $8,400 annually more than someone who dropped out. In 2011, the unemployment rate for high school dropouts was 14.1 percent compared to 9.4 percent for citizens with a high school diploma. 

Indiana is ranked 29th in the nation in the percentage of adults with a high school diploma. HEA 1028 addresses the significant demand for programs that lead to a high school diploma and allows for more charter adult high schools in order to meet this need.

“Many Hoosiers are committed to the work it takes to achieve a diploma or another additional certification but are left without the opportunity to do so,” said Rep. DeVon. “HEA 1028 takes steps toward making that possible for more Hoosiers across the state.”
