[s29] Sen. Delph’s Bill to Assist Veteran-Owned Businesses Signed into Law

STATEHOUSE (April 25, 2013) – A bill authored by State Sen. Mike Delph (R-Carmel) to support veteran-owned small businesses was signed into law by Gov. Mike Pence today.

Senate Enrolled Act 564 allows veteran-owned small businesses to be eligible for a 15-percent price preference on state contracts for supplies. It also authorizes the Indiana Department of Administration (IDOA) to expand contracting opportunities for these businesses with the goal of securing at least 3 percent of state contracts with veteran-owned businesses.

“I am thankful to Gov. Pence for signing SEA 564 into law,” Delph said. “With the unemployment rate for post-9/11 veterans as high as 10 percent, this measure should help veterans build a stronger business presence here in Indiana.”

The issue was brought to Delph’s attention last summer during a meeting of the Veterans’ Affairs Commission by Bryan Stoddard, a medically retired U.S. military captain who owns a small business. Stoddard attended the bill signing today in Pence’s office, along with members of AmVets, Disabled American Veterans of Indiana and the American Legion.

“Sen. Delph’s new law will help thousands of veterans who own businesses and who need jobs,” Stoddard said. “This truly was a team effort between members of the U.S. military and state legislators. We couldn’t have done it without Sen. Delph, and I’m thankful to him for stepping up to the plate to help our veterans.”

Pence hailed the legislation as a victory for veterans in Indiana.

“Hoosier veterans deserve our gratitude for their service and our support when they come home,” Pence said.  “It is my privilege to sign into law bill SEA 564, which will provide better services and opportunities for Hoosier veterans. I am grateful to the leadership of both Chambers of the General Assembly, as well as Sen. Mike Delph who was one of the authors of the bill, for taking care of the veterans who have served us well.”
