Rogers’ bill to lift tuition restrictions for undocumented college students moves to governor

INDIANAPOLIS— On Monday, the Senate approved changes to an initiative restoring in-state college tuition rates for children of undocumented immigrants enrolled at public universities prior to 2011. State Senator Earline Rogers (D-Gary) said she authored the legislation to provide opportunities for students who, as a result of a previous law, had to put their education on hold.

“What this bill does is it takes those students and allows them to have in-state tuition,” said Rogers. “It absolutely rights a wrong that I think had been perpetrated against those students.”

Senate Bill (SB) 207 seeks to make amends for a 2011 law that removed about 200 college students and Indiana residents from in-state tuition eligibility. The law required students to show proof of citizenship in order to receive resident tuition rates. As a result, students who came to Indiana as children but lacked documentation saw their tuition rates more than triple from the time they enrolled, and many were forced to withdraw.

Supported by the state’s seven public universities, SB 207 allows students who were enrolled on or before July 1, 2011 to pay in-state tuition.

The proposal passed out of the House of Representatives by a vote of 70-23 after changes were made to the bill allowing veterans to receive in-state tuition rates after their service, provided the veteran enrolls no later than 12 months after an honorable discharge.

The changes to SB 207 were approved by a vote of 34-15, and the bill will now move to the governor for his approval.

Sen. Rogers represents Indiana Senate District 3 which encompasses portions of Lake County. District 3 communities include Gary, Lake Station, New Chicago, Hobart, Ainsworth, Merrillville and Crown Point.
