Lt. Governor Sue Ellspermann Celebrates National Community Development Week and Highlights Indiana’s Accomplishments

Indianapolis - Lt. Governor Sue Ellspermann is teaming up with the Indiana Housing and Community Development Authority (IHCDA), the Indiana Office of Community and Rural Affairs (OCRA), and the Indiana Department of Transportation (INDOT) to take part in Community Development Week 2013.

Indiana will take part in this national celebration to highlight community development efforts and investments made in local communities throughout their state, particularly statewide funding for the Community Development Block Grant (CDBG) as well as the HOME Investment Partnerships Program (HOME).

“National Community Development Week provides Indiana the opportunity to celebrate our long history of allocating program dollars for innovative and collaborative awards that support community development,” said Lt. Governor Ellspermann. “We are proud to showcase the lasting impact our awards have had on local communities throughout our great state providing further opportunities for our citizens to live, work, and grow in their communities of choice.”

As part of Community Development Week, Lt. Governor Ellspermann will be hosting a Community Development Day Open House taking place Thursday, April 4 from 1:00-3:00 p.m. (EST) at the Indiana State House in the North Atrium.  The event will give community leaders a chance to network and learn about IHCDA, OCRA, and INDOT programs. Several communities will be displaying their past and current partnerships with the state agencies showcasing their joint community development efforts.

In 2012, Indiana collectively allocated over $30M in CDBG, and over $14M in HOME funds for community development activities that include:

  • CDBG funds in the amount of $3.1 million were spent on economic development activities such a direct financial assistance to businesses, commercial and industrial improvements.
  • CDBG funds in the amount of $11.3 million were spent on public improvements, such as the development and improvements of public facilities, street and sidewalk improvements, water and sewer improvements, senior centers and child care facilities, and the development of parks and recreational facilities.
  • CDBG funds in the amount of $962,307 were provided for housing activities, such as construction, rehabilitation, homebuyer assistance, lead-based paint testing and abatement.
  • For every one dollar of CDBG funding another $1.62 in private and public funding was leveraged. |
  • HOME funds in the amount of $14.2 million were provide for housing activities, such as homebuyer assistance and the production of affordable rental units.

  • 23 Indiana counties received HOME program awards in the past year.

  • A total of 333 units of affordable housing were created.

  • 263 rental units were constructed, including 29 permanent supportive housing units.

  • 48 rental and 22 homeowner units were rehabilitated.


The lieutenant governor’s family of business agencies includes the Office of Defense Development, Office of Community and Rural Affairs, Indiana State Department of Agriculture, Office of Tourism Development, and the Indiana Housing and Community Development Authority.
