Senate passes Rogers measure to bolster schools' anti-bullying policies

INDIANAPOLIS—The Indiana Senate passed a measure on Wednesday sponsored by State Senator Earline Rogers (D-Gary) to expand bullying prevention programs and procedures within school corporations.

“More and more often, students are being subjected to extreme cases of bullying and harassment, with no clear direction on where to seek assistance,” Sen. Rogers said. “It is my hope that this bill will reduce these types of violent actions and raise awareness about the harmful impact bullying can have on children’s lives.”

House Bill (HB) 1423 would require the Indiana Department of Education, school safety specialists and councilors to develop guidelines helping school corporations establish anti-bullying programs. The guidelines would also include investigation and reporting procedures, and rules for discipline.

The proposal also mandates that a school provides in its annual performance report the number and type of bullying incidents that occur, as well as training for employees and volunteers regarding a bullying prevention program. Within the program, schools would develop specific procedures for disciplinary actions concerning bullying and using support services for victims.

Under HB 1423, the definition of “bullying” would also be modified to include unwanted acts through digital or electronic images that are used to target a student and create a hostile school environment, affecting the student’s health or academic performance.

HB 1423 passed out of the Senate Committee on Education and Career Development by a vote of 8-2 and the full Senate, 36-14. The bill will now return to the House of Representatives where the author of the bill will have the opportunity to consider changes made in the Senate.
