Lanane measure to streamline Indiana’s job training efforts moves forward

INDIANAPOLIS—The Indiana Senate recently considered a bipartisan measure sponsored by Senate Democratic Leader Tim Lanane (D-Anderson) to assess and improve occupational training for workers in Indiana.

“In order to create a successful jobs market, we must develop effective measures for restructuring Indiana’s career training opportunities and closing the skills gap,” Sen. Lanane said. “This bill is a bipartisan initiative from both Senate and House leaders to reorganize the state’s job training efforts and better prepare our citizens for the workforce.”

House Bill (HB) 1002 would create the Indiana Career Council to oversee and align the state’s system for education, job skills development and career training to match future job needs. The measure provides that the council submit to the Indiana General Assembly a list of career training agencies by August 1, 2013, a strategic plan for improving workforce training by July 1, 2014 and a progress report on the plan by Dec. 1, 2013.

The council would be made up of 16 members, including the governor and two nonvoting advisory members from the House and Senate each. In addition, the council would consist of members representing a variety of industries, such as manufacturing and life sciences. While the original measure mandated that the council seek input from various education and labor organizations, Sen. Lanane offered an amendment that would require the council to also seek input from minority groups, including women, African Americans and Latinos.

HB 1002 also includes a plan for the development of the Indiana Workforce Intelligence System. Indiana agencies would submit statewide data on education and workforce information to the system, which would then be used to provide reports on the economic opportunities of individuals to better guide decision makers. Information on the effectiveness of Indiana’s job training programs would be open to the public.

The measure also allows an administrator to receive funding for developing and maintaining the system, as well as contract with public and private parties.

HB 1002 unanimously passed out of the Senate Committee on Rules and Legislative Procedures and the full Senate, 47-0. The bill will now return to the House of Representatives where the author of the bill will have the opportunity to consider changes made in the Senate.
