[s29] Sen. Delph: Legislation to Assist Veteran-Owned Businesses Moves to Governor’s Desk

STATEHOUSE (April 1, 2013) – Veterans who own small businesses could find more opportunities to secure state contracts, thanks to legislation authored by State Sen. Mike Delph (R-Carmel). Senate Bill 564, sponsored by Rep. Jim Baird (R-Greencastle), passed the House of Representatives today by a vote of 96-0 and now heads to the governor’s desk for signature.

The bill allows veteran-owned small businesses to qualify for the 15-percent price preference for state government-purchased supplies that is currently available to Indiana small businesses. Additionally, the measure authorizes the Indiana Department of Administration (IDOA) to expand contracting opportunities for these businesses with the goal of securing at least 3-percent of state contracts with veteran-owned businesses.

“When our soldiers return from service, they can now have the security of knowing we will work with them to find stable employment,” Delph said. “This legislation will make a major difference in the quality of life for our veterans, helping them establish a home, family and civilian life. I’m grateful for Rep. Baird’s efforts in getting this bill passed, and I look forward to seeing its positive impact in local communities around Indiana.”

Delph said SB 564 would permit the Indiana Economic Development Corporation to assist IDOA in the following:

  • Compiling and maintaining a list of veteran-owned small businesses.
  • Assisting veteran-owned small businesses in the procedures for bidding on state contracts.
  • Examining requests from IDOA for the purchase of resources or services to help veterans secure state contracts.
  • Simplifying specifications and contract terms to increase opportunities for veteran-owned small businesses.
