Fisher Named Director of ISDH HIV/STD Division

INDIANAPOLIS—The Indiana State Department of Health (ISDH) has named Michael P. Fisher, an assistant professor at the University of Cincinnati College of Medicine, as director of the agency’s HIV/STD Division. Fisher will begin work May 2.

Fisher has studied issues ranging from HIV/AIDS and substance use to novel forms of health and social services delivery, and his work has been published in leading health journals, including AIDS and Behavior and the Journal of Studies on Alcohol and Drugs. He has an undergraduate degree in health promotion and disease prevention from the University of Southern California, a master of science in health systems administration from Georgetown University and a Ph.D. in sociology from the University of California at San Francisco. At Cincinnati, he has taught courses on health leadership and health management and mentored students in the Master of Public Health program. He previously worked for the RAND Corp. as a health project associate and served as a health policy analyst at the Altarum Institute, both in Washington, D.C.


“We are thrilled to welcome Michael to the critical role of director of our HIV/STD Division,” said State Health Commissioner Jerome Adams, M.D., M.P.H. “Michael is well-versed in the intersections between HIV and risk behaviors and brings a valuable perspective to our work to prevent disease and help Hoosiers live healthy lives.”

The HIV/STD Division works to promote public health and enhance the quality of life for Indiana residents through the prevention and treatment of HIV and other sexually transmitted diseases. It includes experts in data collection and analysis, research, disease detection, care coordination and prevention programs.

“I am eager to join the ISDH as its HIV/STD Division director, and I view this opportunity as a culmination of my experiences as a public health researcher and leader,” Fisher said. “I intend to build on the successes of the ISDH, the local health departments and their partners to build a comprehensive, evidence-based approach to HIV and STD prevention and treatment in Indiana.”


Fisher will succeed Ann Alley, who has served as interim director in addition to her regular duties as director of the Division of Chronic Disease, Primary Care and Rural Health. Alley will continue to serve as interim director until Fisher begins work in May.

“Ann Alley is a capable leader who has led the HIV/STD Division through this transition, and we at ISDH are grateful that she has taken on these additional responsibilities while we searched for a permanent director,” Dr. Adams said.
