[ATG] Board puts Fort Wayne pain clinic doctor on indefinite probation

INDIANAPOLIS – The Indiana Medical Licensing Board voted Thursday to give Dr. William Hedrick indefinite probation for a minimum of two years allowing him to practice medicine but with restrictions.

Indiana Attorney General Greg Zoeller’s office presented evidence against Hedrick, the owner and operator of the Centers for Pain Relief, who was accused of not following appropriate protocol when prescribing addictive narcotics to patients.

“Our office respects the decision of the Medical Licensing Board and believes it made the appropriate call regarding remediation for Dr. William Hedrick,” said Gabrielle Owens, deputy director of the Licensing Enforcement and Homeowner Protection Unit. "This doctor failed to adequately supervise physician assistants and nurse practitioners in his office which led to negative outcomes for patients in the delivery of healthcare services. Hedrick cannot petition the board to be removed from probation for at least two years and until then he will have to complete retraining courses  and be monitored by an independent physician."

The board's meeting in Indianapolis concluded on Thursday after more than 10 hours of testimony from experts and witnesses. The board voted in favor of three of the state's six counts against Hedrick involving his use of steroid injections beyond what is medically appropriate, failing to supervise employees and failing to adhere to the current standards of practice in his clinic operations.
 
Hedrick cannot petition the board to withdraw the probation for a period of two years. The doctor must undergo a doctor re-entry program where he will be evaluated and then submit an evaluation report to the board within 90 days.

Under the stipulations, Hedrick can only supervise or collaborate with not more than one advanced practice nurse or physician assistant. If he performs interventional procedures, a board approved physician must review 15 percent of Hedrick's patient charts on a monthly basis. The independent monitor will help ensure Hedrick adheres to appropriate protocols and standards of care, and provide a report to the board each month.

The Fort Wayne physician must also pay $3,000 in civil penalties and additional costs associated with the state's investigation.

In December 2012, Hedrick agreed to a temporary license suspension and has not been able to practice since then. The Attorney General's office filed a formal licensing complaint with the board which accused Hedrick of using unsafe pain therapies and dangerous drug mixing practices.
