[s29] Sen. Delph: House Committee Approves Legislation to Assist Veteran-Owned Businesses

STATEHOUSE (March 26, 2013) – State Sen. Mike Delph’s (R-Carmel) bill to expand state contract opportunities for veteran-owned small businesses passed the House Committee on Veterans Affairs and Public Safety today by a unanimous vote.

Senate Bill 564 allows veteran-owned small businesses to qualify for the 15 percent price preference for supplies that is currently available to Indiana small businesses. It also authorizes the Indiana Department of Administration (IDOA) to expand contracting opportunities for these businesses and keep track of the progress toward a goal of securing 3 percent of state contracts for veterans.

“Veterans face an ongoing, uphill battle in finding long-term work after their military service,” Delph said. “Currently, there are thousands of veteran-owned or partially owned small businesses in Indiana, but the unemployment rate for post-9/11 veterans is 12 percent. We can’t ignore those numbers. These men and women have sacrificed so much in service to our nation’s defense. The very least we can do is support them when they return to Indiana.”

Delph said SB 564 would permit the Indiana Economic Development Corporation to assist IDOA in the following:

  • Compiling and maintaining a list of veteran-owned small businesses.
  • Assisting veteran-owned small businesses in the procedures for bidding on state contracts.
  • Examining requests from IDOA for the purchase of resources or services to help veterans secure state contracts.
  • Simplifying specifications and contract terms to increase opportunities for veteran-owned small businesses.

SB 564 now moves to the full House of Representatives for further consideration. Rep. Jim Baird (R-Greencastle) is the bill’s sponsor.
