AUDIO RELEASE: Senate approves Arnold measure to seek restitution for injured, killed K-9s

INDIANAPOLIS—THE INDIANA SENATE RECENTLY PASSED A MEASURE SPONSORED BY STATE SENATOR JIM ARNOLD (D-LAPORTE) TO INCREASE ACCOUNTABILITY FOR INDIVIDUALS WHO HARM LAW ENFORCEMENT ANIMALS. HOUSE BILL (HB) 1093 PROVIDES THAT CRIMINALS CONVICTED OF PERMANENTLY DISABLING OR KILLING A POLICE DOG WOULD BE RESPONSIBLE FOR PAYING K-9 REPLACEMENT COSTS. COMPENSATION MAY ALSO BE REQUIRED FOR ANIMAL TRAINING AND VETERINARY BILLS. THE SAME SENTENCE WOULD APPLY TO INDIVIDUALS WHO INJURE A POLICE DOG AFTER INTERFERING WITH ITS ACTIONS IN ASSISTING AN OFFICER. THE COST OF PURCHASING LAW ENFORCEMENT K-9S RANGES FROM $8-12,000, WHILE SOME TRAINING FEES TOTAL UP TO $15,000.

An aMendment was also added to HB 1093 to assign an interim study committee the task of determining a suitable criminal penalty for the offense. The amendment will bring the matter before an existing 2013 legislative interim study committee to develop a comprehensive approach to the fair conviction of those charged with killing or permanently disabling police dogs in the line of duty.

HB 1093 unanimously passed out of the Senate Committee on Corrections and Civil Law, and the full Senate by a vote of 42-7. The bill will now return to the House of Representatives where the author of the bill will have the opportunity to consider changes made in the Senate.
