[SUPREME] Governor Daniels and ABA President to Speak at Shepard Retirement Ceremony

Governor Mitch Daniels and American Bar Association President, William T. (Bill) Robinson will honor the public service career of retiring Indiana Supreme Court Chief Justice Randall T. Shepard on March 19, 2012. The event will allow state officials, the legal community and the public to show appreciation for Chief Justice Shepard’s twenty-seven years of service to Indiana.

The ceremony will also include remarks from Justice Brent E. Dickson, state and local bar associations and a former law clerk.   Shepard’s wife, Amy W. MacDonell, and their daughter, Mattie Shepard will also be present at the ceremony.

Chief Justice Shepard is Indiana’s 99th Supreme Court Justice. In December, he announced he would step down from the bench in March.  Shepard was appointed to the Indiana Supreme Court by Governor Robert Orr in 1985. In 1987 he was named Chief Justice, making him now the longest-serving chief justice in the nation. During his career on the court he authored more than 900 civil and criminal opinions. 

Shepard was born in Lafayette on December 24, 1946.  A seventh-generation Hoosier, he grew up in Evansville. In 1969, he graduated cum laude from Princeton University with an A.B. degree and a certificate in urban studies from the Woodrow Wilson School of Public and International Affairs. He graduated from the Yale Law School in 1972. He later earned an LL.M. from the University of Virginia School of Law in 1995. Chief Justice Shepard has also received four honorary Doctor of Law degrees.

After law school, Shepard served as special assistant to the Under Secretary of the U.S. Department of Transportation.  He then served as executive assistant to Mayor Lloyd Russell of Evansville.  In 1980, Governor Bowen appointed him Judge of the Vanderburgh Superior Court, a position he held until being appointed to the Indiana Supreme Court. 

During his time on the bench, Chief Justice Shepard held several national leadership positions. He served as the chair of the American Bar Association’s Appellate Judges Conference and as chair of the Section of Legal Education and Admissions to the Bar. In 2006, he led the National Conference of Chief Justices. In 2007, he was named co-chair of the Local Government Reform Commission along with former Governor Joseph E. Kernan. Recently, Chief Justice Shepard was named to the U.S. Judicial Conference Advisory Committee on Civil Rules.

Chief Justice Shepard is also passionate about historic preservation. He served as a trustee of the National Trust for Historic Preservation for eleven years. He also spent three years as chairman of the Historic Landmarks Foundation of Indiana and is currently the honorary chairman. 

The seven-member Indiana Judicial Nominating Commission launched a search for Chief Justice Shepard’s successor. The Commission sent the names of the three most qualified candidates to Governor Mitch Daniels. The Governor will select the next justice.  The Nominating Commission will later choose the next Chief Justice from among the Court’s five members.
